The following indictments were presented to the Grand Jury by Child Support and Enforcement these are cases of Flagrant Nonsupport or cases were the defendant has allegedly failed to make Court ordered child support payments, Homer Williams, Andrew Amburgey, Samuael Blair, William Eversole, Donald Gibson, Thomas Delk. Officers from the Hazard City Police Department presented the following criminal cases to the Grand Jury: Defendant Janet N. KSP officer Gary Lindon charged Roy Lee Rice with Theft by Unlawful Taking over $300 and Criminal Mischief 3rd Degree. Perry County Stabbing 8-17-05 On 08/14/05 at approximately 02:50 hrs. Post 13 received a call of a possible stabbing in the Viper community of Perry County. Upon arrival of the Kentucky State Police units located the victim Terry Hawkins age 50. Mr. Hawkins had received a stab wound to the chest. The victim and his girlfriend Jessica Feltner got into an argument which escalated and resulted in Hawkins receiving the injury. Hawkins was transported to the Hazard ARH where he received treatment. No arrest have been made at this time. The case is still under investigation by Tpr. Tim Moore. KY 451 in Perry County to be closed for repairs Aug. 9 Perry County - (Aug. 5, 2005) -- In order to repair a culvert and drive steel to reinforce failed shoulders near the culvert, the Kentucky Department of Highways will close KY 451 between mile markers 3 and 4 in Perry County on Tuesday, Aug. 9. The closure is located in the city of Hazard, between the North Fork bridge (known locally as the Home Lumber Bridge) and the KY 15 connector. The road will be closed beginning at 8 a.m. and will remain closed until repairs are completed. The project is expected to take less than one day. No marked detour will be assigned, but motorists can use KY 15 and Business KY 15 as a detour route. Pigeonroost Road, KY 3351, in Perry County to be closed for repairs Perry County - (July 18, 2005) -- In order to drive steel to repair flood damage, the Kentucky Department of Highways will close KY 3351, Pigeonroost Road, at milepoint 1.5 in Perry County on Wednesday and Thursday, July 20 and 21. The narrow width of the highway at this point requires that the road be closed in order for drilling equipment to operate. Motorists may detour by using KY 80 and KY 476. Work on KY 15 bridge in Perry County will have significant impact on traffic Perry County - (June 22, 2005) -- A road improvement project scheduled to begin Tuesday, July 5 will likely mean significant traffic impacts for drivers using three busy Perry County routes. The $305,343.66 project involves restoration and waterproofing of the deck of the bridge carrying KY 15 over the North Fork of the Kentucky River, KY 80 and KY 550 at milepoint 13.565. Lane closures will be in effect on four-lane KY 15, and intermittent closures of ramps between KY 15, KY 80 and KY 550 at the Combs interchange may also be necessary. Traffic on KY 80 and KY 550 beneath the bridge may also be affected at times during the project, which is scheduled to be finished within 40 working days of its beginning. Electronic message signs will be placed to give motorists advance notice of construction activities, including lane closures. "This is part of the vision of Governor Ernie Fletcher and Acting Transportation Secretary Bill Nighbert to provide a safe and reliable transportation system for all Kentuckians," said Linda Wagner-Justice, chief district engineer for District 10 of the Department of Highways. "This improvement will help ensure better, safer traveling for all drivers who use this busy road." The affected area of KY 15 carries approximately 30,000 vehicles per day, making it the busiest roadway in Perry County. "We apologize for any delays motorists may encounter," Wagner-Justice said, "but the work is necessary in order to maintain a smooth and safe bridge for the thousands of vehicles that use it daily." Motorists are urged to watch out for flaggers, workers and equipment during the work period. They are also reminded to slow down in construction zones, to obey any posted speed limit reductions, and to pay attention to any traffic control devices such as cones, barrels or barriers they may encounter in the work area. There may be delays in the work area, so drivers should plan their trips accordingly. 2 Dead after Land Dispute Shootings 6-13-05 Viper, KY ON 06/09/05 AT APPROXIMATELY 11:02 A.M. POST 13 IN HAZARD RECEIVED A CALL OF A SHOOTING IN THE FORT BRANCH AREA OF VIPER IN PERRY COUNTY. UPON ARRIVAL OF KSP UNITS 2 MALE SUPJECTS WERE LOCATED DECEASED FROM GUNSHOT WOUNDS. ONE SUBJECT WAS RONNIE BROWNING OF VIPER, KY. THE OTHER DECEASED SUBJECT WAS LAWRENCE JOSEPH JR OF VIPER, KY. ALSO INJURED IN THE SHOOTING WAS EMERSON PAUL DAVIDSON OF HAZARD, KY. APPARENTLY THE ALTERCATION OCCURRED OVER A PROPERTY DISPUTE. NO CHARGES HAVE BEEN FILED AT THIS TIME AND THE INVESTIGATION IS CONTINUING BY DET. KEN DUFF. Work to begin on several state road construction projects in Perry County Perry County - (June 2, 2005) -- Orange "Road Work Ahead" signs are in place, and construction is set to begin on projects contained in three contracts to improve the state's transportation network in Perry County. Mountain Enterprises will begin work Friday, June 3 on a $383,110.60 project to resurface 4.918 miles of KY 7, Jeff-Blackey Road, from KY 1165 to KY 2447. Traffic in the Viper area and between Hazard and Cornettsville will be impacted. The work should be completed within two weeks. M&D General Contractors will begin work Thursday, June 2, on two contracts to repair flood damage at nine sites on five highways at various locations in Perry County. The first contract, for $71,884.33, involves repairs at four sites along KY 267, Typo-Lost Creek Road, between the First Creek bridge at Typo and KY 476. The second contract, for $103,320.54, calls for repairs to be done on the following highways: * KY 1067, Fifteen Mile Creek Road, two sites between KY 15 and KY 2446. * KY 1096, Fourseam-Avawam Road, between KY 80 and Whitaker Fork Road. * KY 2446, Lower Lost Creek Road, between KY 267 and Big Branch Road. * KY 3349, Middle Fork-Maces Creek Road, from the beginning of state maintenance to KY 1165. Completion of these contracts will take several weeks, but workers will be at each repair site for only a few days at a time. Transportation Cabinet begins bridge deck restoration projects in Perry County Perry County - (May 4, 2005) -- Orange "Road Work Ahead" signs are in place, and construction is underway on a project to improve the state's transportation network in Perry County. Mid-America Bridge Co., Inc. began work Tuesday, May 3 on a $271,818.80 project to restore and waterproof the decks of two bridges on KY 15 near Jeff, south of Hazard. The bridges cross the North Fork of the Kentucky River at mile marker 5.84, and KY 7 and the CSX Transportation railroad at mile marker 5.96. They are located just south of the intersection of KY 15 and KY 7 and the old Dilce Combs High School. Traffic from Hazard to Vicco, Whitesburg and Jenkins, and vice versa, will be impacted. "This is part of the vision of Governor Ernie Fletcher and Acting Transportation Secretary Bill Nighbert to provide a safe and reliable transportation system for all Kentuckians," said Linda Wagner-Justice, chief district engineer for District 10 of the Department of Highways. "This improvement will help ensure better, safer traveling for all drivers who use this road." Two-way traffic will be maintained during the project, but lanes and traffic patterns will be shifted. The Department of Highways anticipates maintaining travel lane widths of 12 feet during the work. Motorists are urged to watch out for flaggers, workers and equipment during the work period. They are also reminded to slow down in construction zones, to obey any posted speed limit reductions, and to pay attention to any traffic control devices such as cones, barrels or barriers they may encounter in the work area. The contract calls for the work to be completed within 40 working days of its beginning. Transportation Cabinet begins paving project in Hazard JACKSON, KY - (April 26, 2005) -- Orange "Road Work Ahead" signs are in place, and construction is underway on a project to improve the state's transportation network in Perry County. Mountain Enterprises has begun a $101,097 project to resurface 0.51 miles of KY 15 Business, Memorial Drive in Hazard, from the beginning of the four-lane portion of the highway to KY 2451, near the Hazard basketball and tennis courts. Traffic in downtown Hazard will be impacted. "This is part of the vision of Governor Ernie Fletcher and Acting Transportation Secretary Bill Nighbert to provide a safe and reliable transportation system for all Kentuckians," said Linda Wagner-Justice, chief district engineer for District 10 of the Department of Highways. "This improvement will help ensure better, safer traveling for all drivers who use this road." Weather permitting, the road surface will be milled on Monday and Tuesday of this week, and paving operations should begin thereafter. The construction is expected to take one week to complete. Most roads in good shape; two roads in Eastern Kentucky closed due to mudslides Frankfort, KY (January 29, 2005)-Kentucky Transportation Cabinet crews worked through the night clearing roads of any remaining ice and snow from yesterday's storm. Two roads in Eastern Kentucky are currently CLOSED due to MUDSLIDES: * Perry County: KY 550 between mile marker 1 and mile marker 2 * Magoffin County: US 460 between mile marker 10 and mile marker 11 According to the Transportation Cabinet's Operations Center, the following districts still have crews out clearing roads as of 8:30 a.m. EST: * District 6-Northern Kentucky: Crews out in Bracken County treating roads. Highways are in good shape. * District 9-Flemingsburg: Crews out in Carter, Mason, and Lewis Counties checking roads and treating slick spots. Armed Robbery at Vicco Summary: ON 1-09-2005 AT APPROXIMATELY 2155 HOURS A MALE SUBJECTS ENTERED THE HIGHWAYMANS CHEVRON II ON KY 15 IN VICCO ARMED WITH A SAWED OFF SHOTGUN AND DEMANDED CASH FROM THE CASHIER. UPON UNITS ARRIVAL IT WAS DETERMINED THAT THE MALE SUBJECT LEFT THE STORE WITH AN UNDETERMINED AMOUNT OF CASH AND GOT IN A WHITE PASSENGER CAR WITH TWO OTHER MALE SUBJECTS AND FLED THE LOCATION. LATER DURING THE INVESTIGATION THE SUSPECT VEHICLE WAS LOCATED AND 19 YEAR OLD JOHNNY WELLS OF VICCO HAS BEEN ARRESTED AND CHARGED WITH ROBBERY 1ST DEGREE. DETECTIVE TONY WATTS IS CONTINUING THE INVESTIGATION AND MORE ARREST ARE PENDING. Seven children and driver survive crash at Lotts Creek by RANDY WALTERS/Staff Reporter 12-04-04 A late night drive Monday to see Christmas lights in the county ended for seven children and their driver when their car crashed into a rock on Ky. 1088 at Lotts Creek. Sammi Jo Neace, 22, of Bonnyman, told family members that she was forced off the road by an on-coming vehicle in her lane. The Jakes Branch Volunteer Fire Department and the Lotts Creek Volunteer Fire Department were the first to respond to the scene followed by Perry County Deputy Danny Miller. Miller lives on Lotts Creek and was at home when the accident occurred. Kenny Browning, of the Jakes Branch Fire Department, was one of the first firefighters to arrive. After surveying the accident, he decided to set up a triage to better effect treatment and transport of the victims - seven children and one adult. The passengers in the wrecked Chevy Baretta included: Brittany Neace, 12, Bradley Neace, 10, Brian Neace, 9, Jasmine Neace, 6, Davlyn Neace, 2, Jonathan Neace, 5 months, 11-year-old John Sizemore, and the driver, 22-year-old Sammi Jo Neace of Bonnyman. Other fire department personnel arrived as did the first of the Perry County ambulances. The need for more ambulances became apparent once the number of victims was known. Perry County Ambulance Personnel were scattered throughout the county at the time of the accident leaving them short-handed. Off duty personnel were called to assist, and some who had heard the page called to volunteer their help. Browning and his fellow volunteers arranged the victims in order of the severity of their injuries, and as the ambulances arrived they helped load the victims. Eleven-year-old Johnny Sizemore was the first to be sent to the hospital with facial lacerations. Sammi Jo Neace complained of chest pain, but would not be treated until all the children had been seen at the emergency room. Two of the children were taken to Lexington early Tuesday morning for injuries that could affect their spinal chords. The Jakes Branch Volunteer Fire Department, the Lotts Creek Volunteer Fire Department, the Perry County Ambulance Authority, the 911 Center, and the Perry County Sheriff's Department worked together to make the best of what could have been a terrible situation. Hazard man stabbed attempting burglary by RANDY WALTERS/Staff Reporter Hazard Herald (with Permission) 12-10-04 Casey Harris was allegedly stabbed in the throat Tuesday night at a residence on Laurel Street. According to Hazard City Police Sgt. Joe Engle, the stabbing occurred when Harris and another man, Aubrey Couch, came into the home of Sean Miller on Laurel Street after being told they could not enter. Police say once the two men were inside an altercation started because Miller would not agree to loan them money. Sgt. Engle said that during the altercation Miller allegedly stabbed Casey Harris in the throat. The two men left the Miller residence. Aubrey Couch drove Casey Harris to the emergency room, and left him there, according to police. The Hazard City Police went to the emergency room and eventually released Harris to the custody of his father. When his father got to the Harris residence on Little Boulevard in Hazard, Casey ran off to a residence on Newland Street. It was at the Newland Street address that police located the men. Couch and Harris were taken to the Perry County Detention Center where they were charged with burglary in the second degree. Following the initial investigation, Sgt. Engle said the charges would be amended against Couch and Harris. The altercation caused Miller to receive a black eye. The injury made the burglary a first-degree crime. Police plan to seek indictments on Couch and Harris to reflect that level. They will also be charged with assault in the fourth degree. Miller's girlfriend, Tara Lucas, was not injured in the altercation. Perry deputy's cruiser rammed; Tire shot off suspect's vehicle by Randy Walters/Staff Reporter 11-24-04 While responding to a complaint that people were possibly using drugs on Cliff Lane just off Upper River Road at Jeff, Perry County deputies Ben Stidham and Jay Vanvranken found a Toyota Corolla parked just off the roadway. Officer Stidham got out of his cruiser and walked to the vehicle. According to Deputy Stidham, the driver, 41-year-old Susan Darnell Adams, allegedly fled the scene when she saw the officer approaching. Deputy Stidham said he ran down the hill in an effort to stop the vehicle while Deputy Vanvranken followed in his cruiser. The officers said the vehicle then turned down a driveway off Davis Lane. Deputy Vanvranken drove his cruiser down the long driveway following the vehicle as Deputy Stidham continued on foot. Adams did not realize it, but police said she had just driven down a dead-end road. Deputy Stidham said he was yelling, "Police, stop the car and get out," but Adams would not stop. Deputy Stidham said the vehicle then tried to back out with him standing behind it. Deputy Stidham then pulled his pistol and shot several times at the right rear tire. The deputy hit the tire, but Adams kept on going. Deputy Vanvranken said he pulled his cruiser in between the car and Deputy Stidham. Adams then allegedly rammed Vanvranken's cruiser. The tire at which Deputy Stidham was shooting went flat, causing Adams to stop the vehicle. The passenger, Michael Combs of Happy, then exited the vehicle with his hands in the air, but Adams would not open the door. Deputy Vanvranken broke the driver's side window, opened the door, and got Adams out of the vehicle. Both Adams and Combs were taken into custody without further incident. At the Perry County Detention Center, Deputy Stidham charged Adams with allegedly resisting arrest, wanton endangerment in the first degree, fleeing or evading and possession of drug paraphernalia. Combs' only charge was alcohol intoxication. One vehicle destroyed in chase at Polly Hollow (From Hazard Herald) 11-11-04 At approximately 10:00 p.m. Friday night, Perry County Sheriff's Deputy Tony Vaughn was sent to Polly Hollow in the Big Creek section of Perry County. A resident of Polly Hollow told the 911 Center a male subject who had been assaulted had walked to their home and asked for assistance. The subject had walked from the reclaimed strip mine above the hollow, and had no idea how to get back to where he had left his girlfriend. He admitted he had been drinking, and had been walking for what seemed to have been two hours before getting to the house where he made the call. The subject, Anthony Kyler, of Cherokee Hills in Hazard, tried to show Vaughn where he had been, but was unable to do so. A person on a four-wheeler gave Vaughn directions to a landmark, a trailer that had been left on site at the mine. As Vaughn drove towards the trailer he saw a vehicle with its lights off. He drove towards the vehicle, and it began to speed up. At that point the chase was on. Across the strip road the vehicle stayed ahead of Vaughn, who was driving a Blazer. The vehicle - a Chevy Cavalier registered to Bobbie Herald, of Combs - went over the mountain approximately 100 feet and into a tree. The care hit the tree dead center. Vaughn called for assistance thinking whoever was in the vehicle was seriously hurt, or dead. Then Vaughn and Deputy Jack Dean ran down the mountain to the car, but the driver was gone, the car was empty. Deputy Mike Campbell joined in the search for anyone on foot, as did members of the Leslie County Sheriff's Department since Polly Hollow is adjacent to the Leslie-Perry county line. The Avawam Volunteer Fire Department came on scene and also assisted in the search, but there was no sign of anyone on foot. The Perry County Ambulance Service waited at the bottom of the hill at Polly Hollow, and transported Anthony Kyler to the emergency room for treatment. Kyler told Vaughn he had been held down while someone stomped his hand. He also said his girlfriend was in trouble with the people who had stomped his hand. Kyler said they were mad at her because she had given information to the police and he was afraid they would hurt her. There was no sign of his girlfriend at the scene. HCTC/Rotary partnership brings students to campus 11-11-04 About 800 high school juniors were introduced to the merits of postsecondary education on Nov. 5 through an innovative partnership between Hazard Community & Technical College and the Hazard Rotary Club. Students visited the college from: Hazard High School, Knott County Central High School, Leslie County High School, Perry County Central High School, Cordia High School, Buckhorn High School, Letcher County High School At the request of KCTCS and Rotary, Governor Ernie Fletcher declared November 8-12 as “Access to Careers Week.” In conjunction with that designation, Rotary Clubs across the state have invited students in their communities to visit KCTCS college campuses. “The students learned about the many different career choices because of our faculty members who spoke with them about their future,” noted Dr. Jay K. Box, HCTC president, who is also a Hazard Rotarian. “We were very pleased with the students who visited HCTC; it’s good for high school juniors to be thinking about careers and what education they will need for those chosen careers,” noted Hallie Bowling, who coordinated the event. KENTUCKY STATE POLICE BREAK UP MAJOR STOLEN PROPERTY RING Recovered Property Valued at Nearly $440,000 10-30-04 Frankfort, KY - The Kentucky State Police Hazard Post has recovered stolen property valued at $438,000. Items recovered include a Freightliner Tractor Trailer, a backhoe, a bulldozer, an RV, two flatbed trailers and several recreational vehicles. "This case shows the dedication of the Kentucky State Police to protecting our citizens and solving crimes," says Kentucky State Police Commissioner Mark Miller. "Our detectives are dedicated and their persistence pays off." KSP, in connection with The HIDTA Task Force, first discovered some of the stolen property on Monday in the Brownsfork section of Perry County. Further investigation found other stolen items. The property is believed to have been stolen from Indiana, Illinois and Pikeville. State Police have arrested two people in connection with the case. Ricky Couch (45) and Jeffery Couch (23), both of Hazard, are lodged in the Perry County Jail. KSP are still looking for Denver "Butch" Couch in connection to this case.
