The regularly monthly meeting of the Breathitt County UNITE Coalition was held on June 13, 2005 at 6:30 p.m. at the Life Skills Center. The minutes of the May 9th meeting were read by Colleen Hornsby, secretary and approved by Mildred Lee-Rogers and seconded by Bobby Thorpe, Jr. Thorpe gave the treasurer's report. The beginning balance was $1,418.70 and the balance is $1,368.70 after a $50 check written to Jackson City School. The report was accepted by Lee-Rogers and seconded by Teresa Watts. Karen Bunn, chairperson, gave an update on the fishing tournament that was sponsored by the coalition and held by the National Guard. Some insurance/liability issues arose because the event was sponsored by UNITE. For example, children could not be in canoes. Thorpe mentioned that instead of the coalition being a sponsor, to only be a contributor. Lee-Rogers made the motion to contact Sgt. Anthony Saylor and inform him that the coalition would provide t-shirts and would be present if possible. Some type of fishing event to attract youth was mentioned by coalition members. Thorpe said he would check with the fish and wildlife officer on events in the area. It was decided not to purchase the fishing kits originally planned to be used at the fishing tournament. Lee-Rogers said she would like to have a Families in the Know event in September, which would be great since September is recovery month. April Nease, coalition coordinator, stated that Neighbors UNITED trainings were being held next week. Signs are now available, permission from the transportation cabinet needs to be obtained to hang them in neighborhoods. One training is on June 23 at 2 p.m. at the Rural Law Enforcement Center in Hazard and another is 7 p.m. that night at West Liberty. Nease said that at the trainings, citizens will learn how to get a program started in their community and will be given the presentation to take back with them. Local fire departments have also been targeted to help out with the programs. Cluster Howard of Lees College was present to update the coalition on the Lees College Coalition. On Wednesday, June 29th, Lees College Coalition members will be present at Lee College's Kid's College to talk to middle school students about drug use. Howard said they will also take advantage of the Upward Bound program next year to talk to younger students. The academic department at Lees has given the coalition an office and Howard wants to meet with the coalition members tudents during the summer. Bunn and Lee-Rogers told everyone to remember about Mike Sandlin on July 14th at the Hampton UMC Family Life Center. Bunn said she would talk to him about bringing more books. Nease said there would be coalition training at the end of August encouraging goal planning. She said it would be good accountability among the different coalitions. "A goal forms accountability, it lets everyone knows what is going. Coalitions are made aware of things at trainings to help them plan," she said. She also said there would be two more rounds of funding, there would be four each year of $5,000. The voucher program began June 13. It is on a first come, first served basis and does not pay for alcohol detox. It makes it possible for those who need help and cannot afford it, to be able to get help. Participants can also choose where they would like to go. There are also contracts with centers to hold beds for participants. An interview process will be done to screen individuals. Further information on the program was given to members. There was some confusion about the income issue and Nease said she would check on the fine print. Lee-Rogers informed the coalition on the new process that was instated about forfeiture funds. Instead of money going to the district where the forfeiture took place, the money will divided into the counties once a case is settled. The coalition decided to take part in the Pig Out In the Park festivities on July 2nd. There will be giveaways, sign-ups, voucher information, general information and Lee-Rogers will check on donations. The next scheduled UNITE meeting is on July 11 at 6:30 p.m. and the Lees College Coalition meets at 5:30. UNITE minutes from May 9th meeting The Breathitt County UNITE Coalition had its May meeting on May 9th at the Life Skills Center. Those present were Karen Bunn, Juanita Callahan, Colleen Hornsby, Gerry Hurst, Mildred Lee-Rogers, Teresa Watts, Jerry Wyrick, Anthony Saylor, Scott Gross, Kena Mullins, Anna Marie Allen, Ashley Asher and Hope Riley. Dan Smoot, law enforcement director with UNITE was present to answer any questions. He said that $5,000 is offered to drug addicts for long term care through the voucher program; $3,000 is offered for short-term care. It is determined whether or not someone requires long or short term care before care is given. $600,000 has been allocated to the voucher program and if it is successful, more funds will allocated. The voucher program also pays for alcohol detox. Smoot explained that UNITE has beds reserved at treatment cetners, so waiting is not a problem. He said the only restriction is that the voucher program can only be used once. Smoot said that there is a lack of juvenile beds and that there are a number of juvenile drug courts and people participating. Smoot told the group that they will see more and more treatment centers spring up and he believes that it is long overdue. A problem with the treatment centers is that patients aren't required to stay, but he thinks that if someone has came to that point, that they want help. Smoot was excited about the Lees College UNITE Coalition which formed. He urged the growth of coalitions and said that recruitment is key. Rockcastle County had 4700 in attendance at one of their marches. Smoot also talked about the importance of drug courts. He said although they take a while, courts will be formed and will be active. Law enforcement has always had good luck with the Breathitt County court system, according to Smoot. A $100,000 grant from the US Soccer Foundation will be divided between Wolfe, Breathitt, Lee and Owsley counties. Smoot said the $20-25,000 Breathitt County receives will be used on the Elkatawa soccer fields. The field will be improved and equipment will be purchased. Karen Bunn asked Smoot about the adequate coverage by local law enforcement. She was concerned about the recent cuts to the sheriff's department and how it was affecting our coverage. Smoot assured Bunn that most counties in the area are experiencing the same thing and that most jails are closing. Smoot explained what happens when someone calls the tip-line. He said the tip-line is a line from Washington D.C. to London. He went on to say that UNITE is looking into giving the number of the each county's local UNITE officer. He emphasized the importance of calling the tip-line saying it was the "missing piece of the puzzle" in many cases. From 4 p.m. to 8 a.m., callers to the tip-line are talking to a machine, but from 8 a.m. to 4 p.m., they are talking to another individual. Smoot also said that no one contacts the caller unless they want to be contacted. Smoot was asked what happens with what is collected from forfeitures. He said all of the money is divided into the counties in the different districts and that it takes a while for the money to be recycled back because of the court process. Colleen Hornsby was selected as the new secretary of the coalition. Sgt. Anthony Saylor was present to update the coalition on a fishing tournament he has planned in collaboration with UNITE. He told the group that he believed the tournament would help the community and with recruitment. He has had contributions from grocery stores and Douthitt Park is allowing the use of canoes. Trophies have already been created for the tournament. Sgt. Saylor informed the coalition that he needed $350 more for last minute purchases. He plans on having a tournament for 8 to 16 year olds and a tournament for 16 years and up. He also plans to have giveaways for everyone that participates. He told the coalition that he would like to have a good turnout. He also asked for any assistance with the tournament in cooking and watching the children. Bunn went on to say that the coalition is receiving the second round of funding; $5,000 and needs to come up with a wish list on how to spend the funds. April Nease told the coalition that hopefully there will be two more rounds of funding. It was mentioned to submit the t-shirts that were purchased in order to be reimbursed. Nease told the coalition that a fishing kit was bought for the UNITE Hooked on Fishing Not on Drugs event and our coalition could purchase the same kits to be used at the fishing tournament. She said she would look into it. Any equipment that is used by the tournament has to be returned to the coalition. Some ideas were thrown out to spend the money. Everyone believed that there needed to be more publicity and that banners and billboards should help out with that. On any banners and billboards would be the treatment and drug tip line. Nease told the coalition that as it needs money, it can request it. Once it is spent, the next round comes. Bunn went over the list but the coalition decided to wait until things come up. There was a motion to request for $1,000 for t-shirts and $750 for fishing gear, funds for signs and banners, funds for information for Mildred Lee-Rogers to use at vacation bible school this summer and funds for supplies for youth activities. Nease encouraged the coalition to work with the Lees College coalition and that she has 50 yard signs if anyone needs them. She also said that September is recovery month and that a candlelight service is being planned. It was discussed hanging signs from lights in the streets. The coalition decided to donate t-shirts to the Lees College coalition. A march, rally and gospel singing in Johnson County was Friday, June 3. There will also be a golf fundraiser at Crooked Creek Golf Court in London on July 29th. Jerry Wyrick said the the meth training went well, and Lee-Rogers asked how we could get a meth training here in the county. Nease updated the coalition on the Neighborhood Watch. She said the name has been changed to Neighbors UNITED and that conferences are being planned. Mike Sandlin has been scheduled to speak at the Hampton UMC Family Life Center on Hwy. 205. Bunn and Lee-Rogers said that he is a very powerful speaker and that they want to get everyone involved. Nease handed out a tip line calls list. Open in prayer by Jay Shuck II. Minutes read by Mildred Rogers. Motion to accepted. Minutes approved. III. Treasurer’s Report Balance of 1, 476.47. Bad check returned. Motion to accept and report approved. IV. Hooked on Fishing A. Training was Thursday. Austin attended. If anyone is interested in helping this get started, contact Austin Rogers and he will help you out. B. Wal-Mart has a program that takes place on the first Saturday in June called “Fishing with Kids” that we can work with to promote “Hooked on Fishing.” C. Austin will also check on donations from places such as Wal-Mart for things like fishing poles and bait. D. To start the program, you need adult help and some kids. April suggested 3-5 kids per adult. If we need Public Relations help or money, UNITE needs to know. E. We can also contact Don Barnes about getting the Boy Scouts and Girl Scouts to help, along with the Fish and Game Club, the National Guard (Staff Sergeant Saylor). They are preparing a fishing tournament. V. Living Free Training A. We all forgot. B. There is another training in Inez on April 22-23. Karen and Mildred will plan to go to that. VI. Meth Training A. April 21 in Hazard at the Vocational and Technical College from 8:30-12:30. B. Attendees can become trainers of trainers to teach this curriculum to others. Those interested in that will need to stay after lunch. VII. Committee Reports A. Neighborhood Watch: There is a name watch coming which should help. (Neighbors United). It will be more community support-focused. -Yard signs with the UNITE logo and the phone numbers are on their way to Hazard. B. Soccer Money: Danielle is in contact with the people in charge of the soccer league about the money. C. Family Support, etc.- They have partnered with the Wolfe Co. Abuse Prevention and handed out blue ribbons at the City Council and Fiscal Court meetings. D. Julie voiced a concern about whether or not the money from the drug roundups is put back into the law enforcement of the counties, since our police forces are being cut back. We will check with Dan to answer that question. E. Faith-based: We need to work on this. A Gideon-style approach was suggested and Jay Shuck said he was willing to go to the churches and represent UNITE. F. Education: We have to take the education to the people. Mentoring is one way mentioned to do that. Teresa is the UNITE Counselor. She has made contact with all of the schools except Mt. Carmel. They are very receptive. She is spending the rest of this year getting to know the students and the teachers. She will be working with both of the anti-drug groups in the high schools. Her job is school based, so it limits what she can do. She can talk to any child at any time without parental permission. Julie suggested that we need to let kids know the numbers they can call in the case of crisis. KRCC has a hotline that is manned 24/7. Jerry is working on something for Perry County to help them get in the middle school to teach drug/tobacco prevention. There will be training for the high school students to train them on how to teach this curriculum. He will see if that can be available in every county. Slone’s may put flyers in bags of groceries. Mildred suggested a celebrity bagger day where the baggers could put flyers in bags. G. Julie had suggestions for better public relations, such as a billboard. The tourism board had money and can fund that. We need to put these numbers out and around the community where kids can see them (i.e., softball fields, city park, football field, McDonald’s parking lot, Coliseum, intersections, city pool, school marquees, school bathrooms). The numbers we would put on there: Suicide hotline, crisis hotline, rape crisis, UNITE tip and treatment line. Mildred will talk to the tourism board and Tony. VIII. Schedule a date for Mike Sandlin A. Mike is willing to do some school programs along with and evening thing with adults. B. Deana will talk to Mr. Beder tomorrow and Teresa will check with the City School. IX. April brought posters and bumper stickers and she can get more if we need it. X. Bobby suggested that we donate $50.00 to Jackson City for their after-prom party and $50.00 to Breathitt High for their actual prom. Motion, second and approved. XI. Next meeting Monday, May 9, 2005 at 6:30. Breathitt UNITE Coalition Meeting January 10, 2005, 6:30 p.m. Life Skills Center I. Call to order, open in prayer by Mark Driskill II. Minutes read and approved. III. Treasurer’s report-There was no activity, so the balance remains the same: $1,635.47. IV. Bylaws -Attendance will be kept. All members must mark their attendance on the sheet in order to be counted. -Each attending member was given a copy of the bylaws to look over. V. Committee Reports -Karen passed out sign-up sheets for the committees. A meeting will be held on February 14, 2005 at 6:30 at the Life Skills Center. A small amount of business will be done at the beginning, followed by a time of work for the separate committees. A. Neighborhood Watch-Nothing to report. Members are needed. Bobby mentioned the rise in crime with thefts and break-ins. Harv reminded us that the police are incredibly short handed, both the city and the county. Bobby motioned that we draft a letter to the fiscal court to suggest an officer to cover night shift. There was a second. Mark suggested that it be an open letter and placed in the newspaper and in all media. He amended the motion and the second held. Julie suggested that we amend the motion again to go the fiscal court ourselves. It was seconded and approved. Ron will remind us of the fiscal court meeting time. B. Court Watch-Nothing current to report, but keep watching. Things will be coming shortly. C. Youth Activities-Meeting January 11, 2004 at 6:30 p.m. in the basement of the Life Skills Center. Renee informed us that the Juniorette Club will be hosting a Valentine’s Dance on February 11th. They don’t have a location because they have no liability insurance. Karen is going to check on that through UNITE. Other will be checking with the mayor and local insurance companies. She also needs publicity and refreshments. Bobby motioned that we contribute $100.00 to use for whatever they need. There was a second and the motion passed. Also, it was brought to our attention about the All “A” Classic. They are taking donations for basketballs to be thrown into the crowd with an anti-drug message. A motion was made to donate $150.00. It was seconded and approved. The tournament is around the last of January. April had called Ron about the Hooked on Fishing program. There is a trainer’s meeting on April 7th. It is an all day class held at Buckhorn Lake. The number to call for more information is 487-3700. Ask for April. The training is free, but let them know as soon as possible. D. Education-We had representatives at the Rousseau and LBJ DARE graduations. Both went really well. E. Medical Advisory-Tom hopes to do some presentations about state reporting with the staff of the ER. Julie has been getting more complaints about doctors not giving pain medicine. She thinks this is due to the KASPER seminar and more awareness among the medical staff. F. Family Support/Treatment/Aftercare-UNITE wants to update their treatment hotline with every possible treatment in each county. They asked specifically about churches. A meeting needs to be scheduled with local pastors to discuss this. The meeting times are on the Woman’s Club calendar. Two schools in Pulaski County are having a video contest. The videos are about 30 seconds and with an anti-drug message. Mildred will be contacting those schools to see how we can do that. They are still working on the speaker. We were reminded of the dire need for treatment in our area. G. Fundraising-Members are needed, and they are open to ideas. VI. Next Meeting: Monday, February 14, 2005, 6:30 at the Breathitt Life Skills Center. Breathitt UNITE Coalition Meeting Life Skills Center December 6, 2004 I. Call to Order, open in prayer II. Dan brought us up to date on the law enforcement end of UNITE. He said the drug problem in Breathitt County was worse than expected. He reminded us that coalitions are invited to drug round-ups to talk with those arrested. This is vital to the community support the coalition is here to offer. II. Minutes were accepted as printed. III. Treasurer’s Report was given. No financial activity this month, so the balance was $1,635.47. Report was accepted. IV. Old Business A. Bylaws B. Committee Reports 1. Court Watch - Drug court is coming! Judge Proffitt is open to this and we are getting it early next year. We will hear more about it in the upcoming months. 2. Family Support/etc. – Instead of Families in the Know, they are considering bringing a guest speaker. It will instead be held sometime in March. Bobby and Mildred will be speaking in Morgan County sometime next year. Mildred will be doing a public service announcement with help numbers and other information. UNITE may be hosting a Lifeline treatment training soon, so that is on hold until we have more information. 3. Fundraising – Donna is looking at another event at the first of the year. April informed us of UBAD – United Bikers Against Drugs, in Roundstone, KY. Ron will link to their website. 4. Neighborhood Watch – Julie will be doing some things on Highland Ave. There will be more information about that later. Ron motioned that we get stickers to hand out.Bobby seconded. Bobby planned the next meeting for 6:00 p.m. on 1-10. 5. Youth Activities – A youth worker fellowship was held on 11-16. Three churches were represented. It was decided to have different churches host different events in specific areas of the county. We will be having another meeting on 12-14 at 6:30 in the basement of the Life Skills Center. We also learned more about the “Hooked on Fishing, Not on Drugs” campaign. In the spring, we should be hearing about our soccer grant. The program is slated to start in early 2005. 6. Education – The kickoff was held at LBJ. There is a position for a school drug counselor. The position will cover all the school systems in the county. Karen passed out a copy of what Hal Rogers provided at the kickoff. 7. Medical Advisory – Nothing going on. . New Business A. April had the faith based manuals with her. She also had the court watch packets and home drug test kits. April suggested that we invite the coalition groups from the schools to our meetings. . Breathitt UNITE Coalition Meeting Monday, September 20, 2004, 6:30 p.m. Breathitt Life Skills Center Call to order, open in prayer by John Bunn. Information available (Coalition Info sheet, march flyers, Hot Drugs packet, static stickers, business cards with tip line number, Operation UNITE brochures) Minutes read by secretary. Motion to accept, second and motion passed. Treasurer’s Report-ending balance: $2172. 97. Motion made to charge $25.00 fee for receiving to those writing bad checks. Second and passed. Committee Reports We need to have a meeting with the board and the committee chairs. Committee chairs are able to put committee meetings on the website and Ron will also e-mail reminders. -Neighborhood Watch: Bobby feels that we need to work with the local law enforcement instead of the regional. Bobby has been in contact with a trooper and he would like to come and do some training. Meetings are the second Sunday of the month in the UNITE room in City Hall at 4:00 p.m. A neighborhood watch website is also in the works. It will be linked to the Coalition website. Highland Ave. Watch needs to get together. -Court Watch: Nothing to report. Gerry asked if there was a workshop for Court Watch. Bobby will make temporary badges for the committee to wear in the courtroom. It was also suggested that we push drug court to the judges. Ron suggested that we make Court Watch t-shirts. Ron made a motion to make 15 shirts, there was a second and it passed. April Neace informed us that UNITE is making badges and they will be here shortly. April also said that a Court Watch training is in the works. The date has to be approved and she will let us know when it will be. -Youth Activities: We would like local Drama Clubs to use available scripts and perform them at elementary schools. A bonfire was mentioned to be held at Tommy’s Place. It was suggested that the Coalition make t-shirts that are more youth-related. The next meeting will be September 30, 2004, at 7:00 p.m. at Tommy’s Place. -Education: Nothing to report. -Medical Advisory: Tom is coming back to work locally and will be able to continue. The medical staff meeting went very well. The doctors were very inquisitive. Michael Burton was there to talk about KASPER. The KASPER system is improving. A lot of the doctors didn’t know about the system, so overall, the meeting was a success. -Family Support/Treatment: Bobby, Marilyn, and Mildred went to Riverside and spoke about drugs and UNITE. We are also in contact with Oakdale, KMBC, and Mt. Carmel. The committee is also talking about another “Families in the Know” for sometime in November. They are waiting on some contact with the Lifeline group from Louisville. That way, we can refer families to this particular treatment. Lifeline offers training and it is a faith-based treatment option. They are working on ways to reach out in the community. The Coalition needs a physical address, so Mildred talked to the mayor and he gave us an office upstairs in City Hall. Our meetings will be listed on the Woman’s Club calendar. Mildred is on the agenda for the fiscal court meeting this month, inviting them to become more involved with the Coalition and the March. Bobby and Mildred will be at Jackson City on October 28th for an all-day school fair. The next meeting will be October 11 at 6:00 p.m. AA meetings are still being held at the Bailey Center Wednesday and Thursday at 8:00 p.m. -Fundraising: Donna suggested that we get t-shirts to sell for the March. She asked for number and cost. Juanita will get a quote on printing. Ron suggested that we print 250-500 and print more later. A motion was made for 250 bright colored shirts and to let Ron handle it. Part of the motion also said that shirts will be sold for $*.** above purchase price. There was a second and it passed. The UNITE tip line and Coalition name and web address will be on the shirt. There was nothing else to report. The March John has been in contact with the schools. There will be buses to take people from the park back to Breathitt. The Voice will print the flyer for the next two weeks. We will be meeting at 3:00 at the Breathitt parking lot and we will be walking to Douthitt Park. Church vans will be available to take people who can’t walk through with us. Hot Drugs in Kentucky There was excellent information that Karen copied for us. There were 16 people from Breathitt County who went to that meeting. The Anchor Holds It was very encouraging. There were 20 people from Breathitt County, and many pastors. UNITE is making extra copies of the information book and if anyone wants one, let us know. New Business Bobby informed us that for two months, we have not had an overdose death in Breathitt County. Next meeting is Monday, October 11, 2004 at 6:30 p.m. at the Breathitt Life Skills Center. Breathitt UNITE Coalition Meeting Monday, August 16, 2004 6:00 p.m. Call to order The computer and printer that UNITE purchased for the coalition had arrived. The minutes were read from the last meeting. There was a motion to approve, a second and the motion passed. The treasurer’s report was given. A motion was given to accept the report, a second, and the motion passed. It was also noted that the net profit from the softball tournament was $555.38. Committee Reports: -Neighborhood Watch: A watch is still in the works on South Fork. Within the next two weeks, there should be a meeting on South Fork. The next meeting will be August 30 at 6:30. It will either be upstairs in City Hall or in the courtroom. They are also scheduling a training meeting with a state trooper. -Court Watch: Still need badges. Bobby said he could make some temporary ones until we get some from UNITE. A motion was made to write a letter to our judges and prosecutors and invite them to our next meeting. There was a second and the motion passed. -Youth Activities: The group is getting started again. The next meeting will be September 9, 7:00 p.m. at Tommy’s Place. -Education: Chairperson absent, nothing to report. Donna Fugate had contacted Karen about a grant for dropout prevention and Karen brought that up to the committee members present. -Medical Advisory: Committee members uncertain if Chairman Tom Parr would still be able to lead this committee. There is a medical staff meeting next week and a KASPER expert will be speaking. -Family Support/Treatment/Aftercare: Currently contacting schools about getting in to discuss UNITE and doing some mentoring programs. Mildred asked for suggestions on how to build church unity. A march similar to the one done in Clay County was suggested. A committee volunteered to help plan the march: Austin Rogers, Kathy Alberts, Mildred Rogers, Ann Helvey, Marilyn Haddix, Donna Fraley, Bobby Thorpe, and Mary Smith. That meeting will take place August 23 at 6:30 downstairs in the Life Skills center. The next meeting for the Family Support Committee will be September 13 at 6:00 p.m. at the Life Skills Center. -Fundraising: Nothing to report. Old Business Incorporation papers have been filed. 501(c)(3) is halfway done. The wish list was approved and UNITE is covering our expense for filing these papers. A copy of the by-laws will be mailed out. Honey Festival: An information table in the booth was suggested. Also, it was mentioned that we walk through the parade with our banner. Hazard/Perry County is having an anti-drug march. It will take place August 21. The meeting “Hot Drugs in Kentucky” is August 24 at the Mountain Arts Center in Prestonsburg. Meeting adjourned. Next meeting will be September 13, 6:30, at the Life Skills Center. Breathitt UNITE Coalition, Inc. Coalition Meeting July 6, 2004 6:30 p.m. Meeting called to order at 6:30. Danielle Wells from UNITE attended our meeting and introduced April Neace, our new field representative, to us. The minutes were read from the previous meeting. There was a motion to accept the minutes as read, a second, and the motion passed. The treasurer's report was given. An ending balance of $1,565.59 was read. A motion was made to accept the report. There was a second and the motion carried. Committee Reports: -Neighborhood watch: The Highland Ave. neighborhood watch has officially started. Stickers and signs are on their way. A watch on South Fork is in the works, along with on on Rt. 30 East. The goal is still to have 3 neighborhood watches in place by the first of August. -Court watch: More court cases are coming toward the end of July. Danielle reported that the machine had been ordered to make the court watch badges. Bruce Herald reported that most cases from the drug bust are aiming at pre-trial conferences. -Youth Activities: Mary Smith has been selected as the new chairman. The next meeting will be July 12, 6:30 at Tommy's Place. -Education: Chairman absent, so nothing to report. -Medical Advisory: Chairman Tom Parr is looking for a KASPER expert to do a presentation to the medical staff August 25th. The KASPER law goes into effect July 13th. -Family Support: "Families in the Know" was held June 29th. It was very informative to those present. The 10-person panel was excellent. The next meeting will be August 9th at 5:30 at the Life Skills Center. They have started research into some mentoring opportunities and for a curriculum that can be done in local schools. Al-Anon starts next Tuesday, the 13th of July and 8:00 p.m. in the basement of the Life Skills Center. -Treatment/Aftercare: Local treatment is now accepting 18-25 year olds. Chairman Austin Rogers stated that he had a list of every center of treatment (counseling, centers, etc.) in Kentucky. He also made a motion that his committee merge with the Family Support commitee since the work was so similar. There was a second and the motion passed. -Fundraising: A softball tournament is being planned for July 31st-August 1st. Ron Hamblin is helping coordinate this and suggested that there be giveaways similar to what we did at the Pig Out in the Park. Old Business: -Pig Out in the Park: The main goal of getting the Coalition name out was definitely met through the banner and the prizes. Therefore, it is called a success! -Incorporation papers: Ready to go to Frankfort. -501(c)(3) Application: Should be done by the next meeting. -Vision Mission Statement: -By-laws: Danielle will help us with these. New Business -A decision needs to be made about a food booth at the Honey Festival, but it will be made later. The next meeting will be Monday, August 9th, at 6:30 at the Life Skills Center. Breathitt UNITE Coalition, Inc. Meeting Minutes June 14, 2004 Meeting was called to order at 6:30. Kathy Stout from UNITE was present for our meeting. Contact Information for the coalition was discussed. A member contact list was given to each committee chair. Kathy Stout from UNITE reminded everyone of a conference that will be held both in London and in Prestonsburg. London date is August 23, 2004 beginning at 8:30am-3:30pm and in Prestonsburg on August 24, 2004 beginning at 8:30am-3:30pm. Guest speaker for this conference will be Dr. Patrick Sammons from university of Kentucky and the topic will be “Hot Drugs in Kentucky”. Also a faith based conference will be held in the month of September 2004. Minutes of May meeting were discussed and motion made and seconded to accept minutes. Motion passed. Treasures report was discussed and motion made and seconded to accept Treasures report. Motion passed. Kathy Stout addressed UNITE funding issues to Coalition. She ssaid that we would not be getting a monetary grant from UNITE for wish list supplies but would actually get the supplies instead purchased by UNITE. Committee Reports: Neighborhood Watch- Discussed plans to have at least 3 watch programs in the works by August 2004. Motion made and seconded to approve a 30 minute radio program for June 15, 2004. Motion passed. Also a motion was made and seconded to have Trooper Tim Kilburn to train our neighborhood watch members. Motion passed. Also a starter kit was ordered to use with watch programs. Also by approval from committee members, Phillip Cochran was made co chair of Neighborhood watch. Motion made and seconded to accept Neighborhood Watch report. Motion passed. Court Watch- It was discussed that a link to the Ky Courts site should be placed on the Coalition web site. Motion made and seconded to do this. Motion passed. Kathy Stout said that Court Watch member badges would be purchase by UNITE. Also Kathy discussed Drug Court and said the funding was available to every county for drug court but judges had to volunteer their time to do drug court and would not be paid. Motion made and seconded to accept Court Watch report. Motion passed. Youth Activities- Nothing to report but the group would meet after this meeting to elect a new chair for this committee. Education- Chairperson Dena Robinson not present nothing to report. Medical Advisory- There will be a meeting at the hospital to discuss this committees needs from the hospital. Motion made and seconded to accept Medical Advisory report. Motion passed. Family Support- A roundtable discussion will be held in the very near future called “Families in the Know”. This discussion will offer information and help to the families and users on how they can receive help. He panel will consist of several sectors including medical, law enforcement, etc… Also Alanon will begin the second Tuesday in July @ 8PM. Motion made and seconded to accept Family Support report. Motion passed. Treatment/Aftercare- Meeting will be forthcoming for this committee according to Chairman Austin Rogers. Nothing new to report. Fundraising- A softball tournament will be held at Douthitt Park on July 31 and August 1, 2004. Wal Mart may supply the softballs and donations of food will also be solicited. Ron Hamblin will be working on this. Motion made and seconded to accept Fundraising report. Motion passed. Old business was discussed: Incorporation papers- These will be completed this week. A motion was made and seconded to pay the fee needed to file the Incorporation papers. Motion passed. By laws and Vision/ Mission Statements are being worked on. New Business: Bobby Thorpe has designed Stationery and some revisions will be done. Design a logo contest was discussed and we will do this when school starts back. July 4th Pig out in the Park was discussed and it was discussed and a motion made to hand out information at the event and give away prizes via drawing. Motion was seconded and Motion passed. Motion was made and seconded to allow Ron Hamblin to get prices on T Shirts for the Coalition and order shirts. Motion passed. Mildred Rogers reminded the group that Family Support Committee will meet at the Lifeskills Center June 15, 2004 @ 6:30 PM. Kathy Stout addressed the group and announced that a $20,000.00 grant was approved for Breathitt County from the National Soccer Foundation. Motion made and seconded to adjourn. Motion passed. Next meeting will be held on Tuesday July 6, 2004 at 6:30 at the Lifeskills Center. Breathitt UNITE Coalition, Inc. Meeting May 10, 2004 6:00 p.m. Breathitt Life Skills Center I. Call to order II. Minutes from last meeting read and accepted. III. Treasurer's Report Account opened at First National Band with $5.00. We were promised $1000.00 from the fiscal court. We need a mailing address! IV. Rose had t-shirts made for the youth serving on the coalition to wear. There were two different designs. V. Rose asked those attending to choose another chairman. A motion was made to let Karen chair the rest of the meeting and table the chairman decision until the next meeting. There was a second and the motion carried. VI. Our name had to be changed from what was decided on in the last meeting. At the board meeting, it was decided to use catchy slogans with a more formal name. The name that the board thought was best was Breathitt UNITE Coalition, Inc. There was a motion to accept this name, a second, and the motion carried. VII. Vision and Mission Statement. There are some amendments that need to be made to the vision and mission statements. The board will work on that and present it at the next meeting. VIII. Memorandum of Agreement from Breathitt Co. Schools. Henrietta Sheffel presented the coalition with a memorandum of agreement for the 21st Century Community Learning Center Proposal/Grant. Each attendee recieved a copy of this memorandum. It is an agreement for us to assist Breathitt County schools with drug education and prevention. There was a motion and a second to sign the agreement. There was some discussion about the inclusion of tobacco on the third and fourth articles of the agreement. The motion was withdrawn. There was then a motion and a second to amend the memorandum to use "substance abuse" on articles 3 and 4. Motion carried. IX. Committees/Wishlist Neighborhood Watch: They need members! postage, stationery, and advertising Court Watch: There were 6 people in court on the day the inmates from the drug raid were arraigned. They need t-shirts to identify them in court. Court days are usually on Thursdays. Youth Activities: They did a survey and are waiting on those results. Education: They wished for a website with links to treatment sites, education sites, etc. Breathitt Online donated part of their website to the coalition. They asked for a billboard and suggested having a contest with kids for the design. They are working on putting flyers in the bank statements from both banks, so they asked for extra help and lots of paper. They also asked for public awareness messages through various media in the community. They are also working on the grocery bags. They need copy money. Medical Advisory: They need postage and stationery. Fundraising: They asked if we should do one large event or several small events. They are working on a softball tournament for September. They need concessions and bodies! Family Support: They are setting up Al-Anon in the community and are seeking donations. They have planned a "Families In The Know" meeting tentatively set for June 18th at 6:30 p.m. They need advertising money. Their next meeting is May 17th at 6:30. They need Al-Anon materials, a coffeepot, cups, stationery, and postage. Treatment: They need information pamphlets. X. Karen explained the purpose of the Shalom group that she has been involved in and pointed out the similarities between that purpose and the purposes of the coalition. She suggested combining the Family Support and Treatment committees to form the Shalom committee. After some discussion, this suggestion was tabled. XI. There was a suggestion to work with food stamp clients so they can get community participation. There was a motion and a second. The motion carried. XII. We need a P.O. Box. There was a motion and a second to let Bobby take care of it. XIII. Tommy Noble from the detention center was in attendance. He spoke to offer his support and the center's support for the coalition. XIV. Our next meeting is Monday, June 14, 2004, and 6:30 at the Life Skills Center. XV. Meeting adjourned UNITE Community Coalition Meeting 4-6-04, 6:00 p.m. Breathitt Adult Life Skills Center I. Call to Order by Rose Wolfe II. Karen Bunn introduced Jerry Wyrick from K.R.C.C., who brought a variety of pamphlets about drug/substance abuse. III. Name for the Coalition Rose asked each table to discuss what names they would like the coalition to have for a few minutes. Suggestions were: Breathitt County Drug Coalition GLAD (Getting Lethal Against Drugs) BAD (Breathitt Against Drugs) Breathitt TOPS (Together Organizing Prevention Successfully) WIT (Whatever It Takes) Champions for a Drug Free Breathitt County Breathittons (?) Against Drugs Coalition to Reclaim Breathitt for Our Future Saving Breathitt County It Starts at Home Breathitt County Anit-Drug Coalition COP (Coalition Organizing Prevention) Individual votes were cast for the one they liked best. Votes were counted by Sheriff John L. Turner and Karen. The top four choices were WIT, TOPS, BAD, and Breathitt County Anti-Drug Coalition. Rose suggested using WIT as the slogan and choosing a different name. Another name was suggested: NITWIT (Narcotics Intervention Treatment...Whatever It Takes). Members voted again between WIT and NITWIT by show of hands. WIT = 18 NITWIT = 17 WIT was already in use by a Kentucky corporation, so the name chosen was NITWIT, Inc. IV. Rose informed the attendees that the city council voted unanimously to donate $1000.00 to the coalition's efforts. V. Sheriff John L. Turner updated us on the drug raid that had happened that morning with the help of UNITE. In Breathitt County alone, there were 43 warrants for arrest. All but 8 or 9 of them were served. Three dealt with marijuana and the rest dealt with prescription drugs, specifically Loritab, Zanex, and Oxycontin. VI. The minutes from the March 23, 2004 meeting were read by Marilyn Haddix. A motion was made and seconded to accept the minutes as read. VII. Vision and Mission Statements Karen had suggestions for the vision and mission statements: VISION: "A Healthy Place to Live" MISSION: "Working together to have a healthy community - physically, emotionally, and spiritually. Community groups, churches, individuals coming together to develop a healthy, whole, and more prosperous community" Karen asked for other suggestions. It was suggested that "safe" be added to the vision statement and all agreed.. Motion to accept the vision statement as is was seconded. Final vision statement: "A Safe, Healthy Place to Live" A motion was made to accept the mission statement and it was seconded. NITWIT was chosen as the slogan for the coalition. A motion was made to amend the mission statement by adding "all Breathitt Countians coming together" instead of breaking it into more specific groups. Motion carried. The final mission statement will read "Working together to have a healthy community - physically, emotionally, and spiritually. All Breathitt Countians coming together to develop a healthy, whole, and more prosperous community." VIII. Chairmans for Subcommittees Each group was asked to select a chairman for their committee. That chairperson will be a representative in the board meetings of the coalition. The following were selected as chairs: Court Watch - Gerry Hurst Treatment/Aftercare - Austin Rogers Medical Advisory - Tom Parr Family Support - Mildred Lee-Rogers Neighborhood Watch - Bobby Thorpe Education - Deana Robinson Fundraising - Donna Fraley Youth Activities - Joe Isaacs The Youth Activities committee will have representatives from each school (from BHS, Todd Duff and from JCS, Josh Sparks). Places will remain for Riverside, Mt. Carmel, and Oakdale. Each committee is asked to meet within the next month and bring a wishlist. UNITE has asked the coalition to form such a list and each committee will have input as to what they think is absolutely necessary. IX. Additional Business Bobby Thorpe asked that a representation from the coalition attend the fiscal court budget meeting to ask for a match to the city's grant. X. Check Signatures Rose informed members that our checks would require two signatures and that we could not get our account started without deciding who would sign the checks. It was her suggestion that Bobby Thorpe and Karen Bunn be allowed to sign the checks. A motion was made and seconded for that to stand. XI. Next Meeting The next meeting will be Monday, May 10th at 6:30. It was decided that we meet the second Monday of every month. Rose said she would check with Laura to see if the building would be available and she would let the chairs of the committees know and they were to let their committees know. XII. Representations Needed The following areas were called for. It was made clear that all of these areas are necessary for the success of the coalition. -Schools ~We still need to contact Riverside, Oakdale, and Mt. Carmel about youth coalitions. ~We also need to contact our grade schools. -Parents of drug abusers/former abusers -Business people -Media -Youth Service Foundations -Law Enforcement -Religious/Faith-based organizations -Civic/Volunteer Groups -Health Care III. Sub-committees The following sub-committees were decided upon by all present: - Court Watch - Neighborhood Crime Watch - Youth Activities - Education - Medical Advisory - Family Support - Fundraising - Treatment/Aftercare Sheets for each of these sub-committees were passed around and those present signed up for wherever they chose to serve. IV. Next Meeting The next meeting for the coalition will be in two weeks on Tuesday, April 6, 2004 at 6:00 p.m. It will be held at the Breathitt Life Skills Center. |
