                                     County Judge Executive Online Debate a Hit!!!!!!!
Jackson, Ky.   The first annual online debate for the County Judge Executive race was a huge success.  Lew Henry Warrix, EC Turner & Eddie Johnson all appeared online for this historical event.  This debate consisted of 10 questions submitted by the public and each candidate has as much time as was needed to answer each question.  It was extremely refreshing to see all 3 candidates interact with courtesy and professionalism.
All 3 candidates showed a great concern for the state of the county at present and expressed their desires to move the county forward.  All 3 look to have the county as a whole in our best interests.  We are sad to say that Incumbent Doc Cornett was physically unable to attend this debate.  Our prayers and get well wishes go out to the entire Cornett family for a speedy and healthy recovery.  Once again we would like to thank all participants for doing such a great job on this debate, and welcome all candidates for the Sheriff's debate this coming Tuesday, April 9th, 2002.  

                              
Sheriff Candidates Enjoy Online Debate
Jackson, Ky. Tuesday April 9th, 2002  candidates for the office of Breathitt County Sheriff's office took their turn at the online debate.  All candidates present done a great job during the debate and stayed around to field online questions.  This debate was smooth and flawless, and once again, Breathitt Countians showed their pride and interest in the race as they provided great questions and comments on the Sheriff's race.  We would like to thank all of the people that participated and helped to make these historical debates, the bench mark to which all future Online Debates will be patterned.

The first debate online was held on March22, 2002, and with it, history was made in Breathitt County.  Breathitt County Attorney candidate, Brendon Miller was the first candidate to participate. Mr. Miller did an outstanding job fielding questions submitted by the public. Unfortunately the excitement was tainted some, due to the absence of Incumbent, Hershel Branson.
     The second Debate, held March 26th,2002,  was also a huge success as Doug Salyers & James Turner showed up to answer the public's questions. Both seemed very excited and also answered the publics questions very well.   Incumbent Greg Hollon chose not to participate.  The 3rd debate of the month, held March 29th,2002,  found county Clerk hopefuls answering questions. Tony Watts seemed to enjoy the challenge of typing his own answers and then fielding Online questions afterwards. Unfortunately, Mary Lois Stevens was not present due to bad weather, but submitted her answers upon her arrival.  We would like to thank all those who have participated and welcome those who have yet to debate. We will cover each race in Breathitt County. 

   
Breathitt County Online Debates for Commissioners Race Bring Mixed Results     
Jackson, Ky. The first annual online debates for the newly formed County Commissioners Races, brought in mixed results.  District #1 was represented well with Lloyd Campbell Jr., Steve Banks, Timothy Miller and Incumbent Gary Taulbee all present.. Mitchell Clair Provided answers to the question, and Mr. Von Allen could not attend due to illness.    In distrcit 2 however, it was a different story, as only David Wheeler, & Jim Herald showed up with Wiley Turner & Gary Salyers providing answers. Several others did not participate, including Arch Turner.  When asked why they could not be there, nearly all responded nearly the same, saying they would rather not participate. 

                                                    
Final Debate
Jackson, Ky. The final debate for the Local County offices were held April 26th, 2002, at the Breathitt County Library.  Attending this debate were Incumbent Jimbo Combs, OH Fugate, Clay Paxton Fugate, GV Noble, & Bobby Mullins.  Not attending were Dayboy Jones, Estill Miller, & Ira Southwood.  All candidates were offered the opportunity to face the voters online with a series of questions and answers sent in by the voters.  All candidates did a great job, and as with other debates, these candidates showed courtesy and professionalism. We would like to thank all candidates who attended these debates, and we hope we have provided helpful information to all the voters who have been able to attend these debates.

Judicial Center Preparations Underway
The Breathitt County Judicial project was in full swing this past week as workers continued to clear away debris from the once historical buildings.  A piece of Jackson's History was knocked to the ground, scooped up and hauled away.  Truly a sign of progress and sorrow when you look at the now vacant lot.  Cleanup was expected to be completed by the first of next week, as trucks continued to haul out what was left of these old reminders of our cities history. 

                                   
Local resident questions building permits.  
   Jackson, Ky. Local Jackson resident, Irene McIntosh of Brewer's Subdivision, has questioned the issuing or building permits by the City of Jackson.  McIntosh recently approached City Council members about her concerns over a permit she says she was required to have, while neighbors in her community have done some construction on their homes with out having to get a permit.  McIntosh says she was approached by assisatant fire chief and building inspector, Mr. Bobby Moore, and was told to get a permit or stop the work on her home.  According to McIntosh, at least 2 other homes in the immediate area were having work done, and according to McIntosh, neither had obtained a permit.   According to McIntosh, she feels that these problems from her permit are related to the City having to choose a primary Ambulance service, which currenlty is Breathitt County Ambulance Service. 

                                     
Local Ambulance Service Strives to help County  
  Breathitt County, Local Ambulance service, Breathitt Ambulance, is striving hard to help our County and their injured.  Being the primary reponse units for 911 emergency calls, keeps Breathitt Ambulance very busy with nearly 1200 runs made so far since January 1st.  Breathitt Ambulance has 6 full time paramedics, along with 3 ambulances.  They offer 24 hour a day coverage for the County.  Currently they employee 15 people. Breathitt Ambulance is owned and operated By Steve & Irene McIntosh. 

                                            
Breathitt Resource Members Take to the Air!
  Thursday, April 4th, 2002,  Breathitt Resource Board Members hit the radio waves to promote the Breathitt County Online Resource sites.  These sites are very informitive and cover nearly everything going on in Breathitt County.  Rev. John Bunn was the host of the new Radio Show, " Community News".  This show will air every Thursday, 11:30am - 12:00pm on WJSN in Jackson.  We are very proud of the job these men have done and all the work they have put into these sites. 

                                                             
United Way Donation

Jackson, Ky. Brendon D. & Elizabeth Miller, Breathitt County Board of Directors of the United Way of Southeatern Kentucky, distributed checks totaling $13,777 to human service agencies of Breathitt County.  The agencies funded are,Breathitt County Senior Citizens Center, Breathitt Youth Soccer League, Breathitt Youth Foundation, Interfaith of Breathitt.  Representing these organizations were; Chet Sygiel for Breathitt Youth Soccer League, Jake Combs for the Senior Citizens, Karen Bunn for Interfaith of Breathitt, and Danny Fugate for the Breathitt Youth Foundation.
     The United Way of Southeastern Kentucky (UWSKY) allocated over $87,000 in 2001 receipts to 36 human service agencies in the Kentucky River area Development District (KRADD) eight county region (Breathitt, KNott, Lee, Leslie, Letcher, Owsley, Perry, & Wolfe). The UWSKY Board of Directors is comprised of two representatives from each of the counties who made the allocation of funds for their county.  They are charged with the responsibility of raising funds in their county by conducting a campaign in the fall.  The mission of the United Way is to increase the organized capacity of people to care for one another.  Though a network of volunteers and community service agencies, United Way serves as an advocate on behalf of people with needs that otherwise might not be met.  The UWSEK takes pride in the fact that 90% of all funds raised are allocated to local KRADD agencies to help meet needs. 

                                         
MIddle Creek Battlefield Dedication
Prestonsburg, Kentucky, October 26, 2002

Dr. E.C. Turner Announces Rallies
Jackson, Ky. Dr. E.C. Turner will be having two rallies in his bid to become Breathitt County's next Judge Executive.  These rallies will present you with opportunities to visit with Dr. Turner and to ask him any questions.  There will be food, fun, fellowship and live music.  Candidates from other offices are welcome to attend.  The first Rally will be on Saturday, May 11th from 1:00pm to 5:00pm at the Jackson Lions Club Park at 1528 Quicksand Road in Jackson, Ky.  The second rally, will be on Sunday May 26th, from 2:00pm - 5:00pm at Dr. Turner's little farm at 3710 Ky Hwy 1933 (Turners Creek- Wolf Creek Road) at Talbert, Ky. 

                                
Governor announces New Sex Offender Alert Line
(FRANKFORT, Ky.) -Governor and Mrs. Patton announced a new program today that will help parents throughout the state protect their children as well as provide adults with vital information regarding convicted sexual offenders: the Kentucky Sex Offender Alert Line. Sponsored by the Kentucky State Police in cooperation with the Department of Corrections and the Governor's Office for Child Abuse and Domestic Violence Services, the program provides up-to-date, real time information regarding the release of registered sex offenders into local communities.
"When we try to protect our children and our communities, ignorance is our enemy," said Patton. "The Sex Offender Alert Line is a weapon against ignorance. In my judgement, it provides the fIrSt meaningful community notification program in our state."
Kentucky First Lady Judi Patton also emphasized the importance of the program, noting that many convicted sex
offenders do repeat their crimes. "When we in public service talk about getting tough on crime, there is no group of offenders we mean more than sexual offenders, " she said. The alert line is an easy way for parents, school personnel, day care workers and any citizen to have an impact on crime. According to Col. Linda Mayberry, deputy commissioner of the Kentucky State Police, using the alert line takes just a few minutes and is easy. "Simply dial 1-866-564-5652. The call is toll free and can be placed 24 hours a day. Then provide your telephone number and up to three zip codes." When the Kentucky State Police receive notice that a registered sex offender is moving into the zip code area that you entered, you will receive a notification call which will direct you to the Kentucky State Police Sex Offender Registry at http://kspsor.state.ky.us for more information, Mayberry explained. The calls will be attempted every two hours for a 24- hour period beginning at 7:00 am and ending at 9:00 pm. Calls will not be made between the hours of3:00 pm to 5:00 pm to prevent children from receiving the call. The notification is capable of being left on a telephone answering machine.
"It is not necessary to own a computer in order to register for and use the Sex Offender Alert Line," added Mayberry, "Free Internet access is available at all public libraries."
"The Kentucky State Police encourage all citizens of the Commonwealth to register for this service," Mayberry
stressed. "Be safe. Be informed."
"The Kentucky State Police are providing vital information that just may save a child from being harmed," concluded Governor Patton. "All you have to do is make one telephone call. It may be the most important telephone call you ever make."

Kentucky Parks Kickoff   
  FRANKFORT, Ky. (May 21, 2002) --  The upcoming Memorial Day Weekend marks the unofficial start of the vacation season in Kentucky. For Kentucky State Parks, summer is the busiest time of year. But that doesn't mean
the state's 17 resort park lodges are booked solid throughout the summer, says Bob Bender, deputy commissioner of support services.  "If you're willing to be flexible in your schedule, for example, begin your stay on a weekday, there's a good chance you will find a vacancy
at a park lodge," Bender noted.     Three parks, Buckhorn Lake, Greenbo Lake and Blue Licks Battlefield, all will offer weekday specials this summer. For a flat $109 rate, two adults can stay any day Sundays through Thursdays, with all three meals included. (Children 16 and under stay free with an accompanying adult; free meals are not included for children). This summer sale is on a space-available basis.     Meanwhile, this summer's visitors will find improvements throughout the park system. Cumberland Falls State Resort Park has a new visitor's
center near the falls. My Old Kentucky Home State Park recently reopened its golf course after extensive renovations. And Fort Boonesborough State Park
is the site for a new Kentucky River Museum that interprets the role of the river in the region's development.
    The swimming pools at General Burnside Island State Park and Fort Boonesborough State Park have been renovated.                                                                 Rock Slide At Hwy 15
Jackson,Ky: A rock/mud slide occurred at the intersection of Hwy 15 and Washington Ave on Saturday May 19,2002 around 10:15 pm. The slide blocked only a portion of one lane at this location and no injuries were reported due to this slide. 

  

                                                               Two Car Accident
Kragon Ky. A two car accident on Hwy 15 South at Kragon left two injured on Thursday May 09,2002. The accident occured at the Bailey Center. 2 victims who were unidentified at this time were transported by Breathitt County Ambulance to the Ky River Medical Center. The accident is being investigated by Jackson Police Dept. 

 

                                                           Absentee ballots sent out
Jackson, Ky. The Breathitt County Clerk's office sent out 385 absentee ballots to voters recently. Tony Watts commented that the absentee system is a much needed necessiity. It helps those people who are elderly, diabled, needy, sick & shutins, to be able to vote. It also gives those voters who would be out of the county election day, the opportunity to vote. As of today it is expected that the absentee count will be the same as it was last election. People who need to vote absentee can do so by registering before Friday May 17th. Absentee votes must be retunred no later than 2:30pm on May 28th.  At 3:00pm, these absentee vote will be counted, but not revealed to the public until 6:00pm election day. 

  

                                                    Online Poll Shows Voters Concerns
Jackson, Ky. The Breathitt Online News provided viewers with a poll to express what they thought would improve the County.  This poll is not scientific, and only reflects the views of the people that actually participated. It is not intended to express the views of the entire County.
     The Poll shows that viewer are deeply concerned with Better Paying Jobs for the County. Out of the 257 votes cast so far, Better Paying Jobs received 68 votes. That was second among things viewers felt would help the County improve.  The number one item people thought would improve Breathitt County, was Going Wet, with 72 votes.  The third item of concern was a four lane highway with 62 votes.  These three things were far and away the top concerns for those who participated in the poll. 

  

                                                    County Cleanup to Begin May13th
Jackson, Ky.   Breathitt County will begin it's spring cleanup Monday, May 13th, 2002. Specific guidelines must be followed for trash pickup.  Place all items for trash pickup near the road. On all state roads, right of ways must be maintained. You can find out more on the right of way for your road by calling Kentucky highway Department at 666-8841.  All Metal should be taken to the empty lot beside Wal-Mart. this is the same lot used for the Carnival.  Any other items including tires, may be taken directly to the County Garage. No wood is to be taken to either site.  If you have any questions on the cleanup for your area, you may contact the County Judges offices for further assistance. 

 

Statewide Memorials dedicated to loved ones who lost their lives on Kentucky highways.
Frankfort, KY. –(May 23, 2002)— Today, in front the State Office Building Lieutenant Governor Henry and Secretary of Justice, Ishmon Burks joined Secretary of Transportation, James C. Codell, III in unveiling a memorial dedicated to the loved ones who have lost their lives on Kentucky highways in years past. The monument is one of nine that have been placed at Welcome Centers throughout the Commonwealth.
"We lost 849 of our loved ones on Kentucky roads last year, 72% of drivers and passengers in these motor vehicle crashes were not buckled up; that means 611 people might be alive today if they had buckled up," said Lt. Governor Henry. Kentucky ranks among the nation’s lowest in seatbelt usage at only 60%, compared to the national average of 73%.
Along with the monuments, the Kentucky Transportation Cabinet will run a full-page dedication during Memorial Day week in several papers across the Commonwealth, in memory of those who lost their lives on Kentucky highways in 2001. "The Transportation Cabinet is committed to reducing the number of fatalities on our roads. We are asking citizens from across the Commonwealth to join us in the crusade to eliminate deaths on Kentucky highways," said Secretary Codell.
Secretary Burks urged all motorists to be travel safely during the up coming Memorial Day weekend and through out the summer travel months. " Due to the increase in traffic motorists need to leave early and be patient when driving during the holiday weekend." 

  
  
                      No mercy for Mayfre Potter
Story from Louisville Courier Journal:
The era of compassionate conservatism doesn't seem to have reached Breathitt County.
Mayfre Potter is in the process of being put out of her one-bedroom apartment by the Housing Authority of Jackson (HAJ). The chief complaint is that one of her sons, who lives in Indiana, has spent too many days visiting his mother.
She's limited to 14 days of overnight visitation by her family each year.
Mayfre isn't really strong enough to fight back very hard. She's 63 years old, and almost a year of struggling to keep her place has worn her down. She's been a resident for some 12 years.
Her health isn't good. She's had open heart surgery. Her blood pressure is still high. At times, she struggles to catch her breath.
Her only income is a Social Security and SSI check for $556, which she must live on from month to month. She has no phone. No driver's license.
Her daughter lives out in a rural part of the county. The daughter and other relatives visit Mayfre on Patton Avenue fairly often. Someone brings her food every day.
The Jackson Sun reported, "She has never had any trouble before this, in all the years she has lived there."
Her attorney, Frank Allen Fletcher, says, "She is still up there, but she just brought by a letter that says she has to be out of the apartment by June 15."
Findings of fact in Breathitt Circuit Court show that the effort to evict her began in July 2001, when HAJ Executive Director Janis Gambill filed something called a "forcible detainer complaint" alleging Mayfre had let other people disturb some of her neighbors. When the issue got to district court, Judge Kenny Profitt said he couldn't find that this was true, but he did rule that Mayfre's lease had expired, and that HAJ could put her out for failing to renew the lease.
She and her attorney were given two-hours' notice of a housing authority hearing at Jackson City Hall last Sept. 18. They didn't attend, saying two-hours' notice was unreasonable. A second "forcible detainer complaint" was filed by HAJ, and a notice of eviction was served on Oct. 22. A hearing was held on Oct. 29, and district court ruled HAJ could refuse to renew the lease. Mayfre appealed to circuit court, where Judge Larry Miller ruled that the housing authority had failed to give specific reasons for refusing to renew, and had failed to give Mayfre the hearing that its own grievance procedures mandate. He said she ought to get "minimal due process" and a chance to answer the claims against her.
Miller said Mayfre should be heard. And she was, on April 30, by HAJ hearing officer Dan McIntyre.
He noted that, one month earlier, she had been given 30 days to prove she would abide by the terms of the lease, which allows 14 overnight visits per year. "Knowing this fact," McIntyre wrote, "Ms. Potter then allowed her son from Indiana to stay in her apartment for 14 nights. . . It is clear that Ms. Potter did not attempt to abide by her agreement concerning this issue."
He also mentioned a disagreement between Mayfre and Jackson Fire Chief Roger Friley over whether she had moved enough of the boxes that he considered a fire hazard when he inspected (for the first time since 1992, at the request of Gambill). And he said she hadn't responded to an invitation to apply for a two- or three-bedroom apartment, in which more overnight stays by relatives would be allowed.
"I had moved the boxes," Mayfre declared. "They need to get them some more glasses."
Another disagreement involved wording of a statement that she had been asked to sign, saying, "I, Mayfre Potter, will not allow grandkids or other children on the Housing Authority of Jackson property."
She insists, "There ain't a mother alive that would sign a paper to that effect."
Asked at one point in the hearing who comes to see her, Mayfre said, "Charlie Neace, Oslo Neace, Teresa Neace, Julia Bryant and my sister, Bonnie Watkins. Is it a harm for people to come and visit?"
Dr. Eunice Johnson wrote a statement saying, "In my opinion Mayfre Potter is not physically able to move due to her existing heart condition and back problems."
Fletcher has appealed to Robert Kuhnle at the Kentucky office of the U.S. Housing and Urban Development in Louisville.
Meanwhile Gambill, treasurer of the Breathitt County Republican Party, objected to the Jackson Times coverage, saying, "The whole story is not there." When I asked her to tell me the whole story, she said, "No. I'm not going to comment on it." She advised me to talk with HAJ attorney Brendon Miller. I did.
By this time, even I was worn out. And, unlike Mayfre, I don't have four-vessel coronary artery disease, diabetes, renal artery stenosis, hyperlipidema, hypertension, osteoarthritis and osteoporosis.
Conservatives are big on personal responsibility. So whose responsibility is it to figure a way out of a problem like this, without putting Mayfre Potter on the street?

Breathitt County Man Killed While Walking
Jackson, Ky. A local Breathitt County resident, Omer Campbell was killed Saturday June 1st 2002, as he walked along Highway 15 South in Jackson. Mr. Campbell was allegedly struck by Brian Salyers who was driving a 1999 Chevrolet Pickup traveling south bound. Mr. Campbell was pronounced dead on the scene. The accident is under investigation   
  
    
  
2nd Breathitt County man killed in traffic mishap.
Jackson,Ky. In another fatal traffic mishap, Clarence, CR, Richardson, was killed Sunday June 2nd,2002.  Mr. Richardson, apparently left the road, and when he tried to correct the vehicle, he lost control sending him over an embankment where he was thrown from vehicle.  Mr. Richardson was pronounced dead at the scene.   
  
    
  
Coroner-Elect Gary Turner Announces Choices for Deputy Coroners
Jackson,Ky: Coroner Elect Gary Turner announced his choices for Deputy Corners on May 30, 2002. His choices were Mrs. Irene McIntosh and Mr. Bobby Thorpe. Coroner Elect Turner along with his deputies bring to the Coroners Office a combined total of over 40 years of medical experience.
    Gary Turner is active in the Canoe Fire Dept and Breathitt County Ambulance and has worked in the past with other ambulance services. He resides in Breathitt County and is very active in the community.
    Irene McIntosh is director, along with Steve McIntosh, of the Breathitt County Ambulance Service and has many years of experience in working with the public as a Paramedic, EMT, and Instructor in related health care courses. She is a resident of Jackson,Ky and also very active in the community.Bobby Thorpe is a past employee of Breathitt County Ambualce and owns Thorpe Training Agency teaching as a healthcare instructor and Regional Faculty for the American Heart Association. He is also a citizens of Breathitt County and very involved in the community.  The combined knowledge of these 3 in the medical field and working with people in the community will be a plus for the Coroners Office and for Breathitt County.   

                                               War Memorial Addition
Jackson, Ky. A new addition has recently been added to the landscape along Old Quicksand Road.  A newly constructed flower garden, flagpole and American Flag now adorns the churchyard of the First Church of God.  This lighted memorial can not only be seen during the day, but also at night.  On Sunday, May 26, 2002, the new flagpole and flower garden was dedicated with the raising of the flag by veterans who are church members.  The memorial will remind everyone in the community of the sacrifices our veterans have paid for the freedoms we enjoy today.  Pictured, l to r - William Shepherd, Pete Hensley, Blackburn Griffith, Gary Hollon and Roy Watkins.  Absent from photo, Carl Hogg and Roy Howard.  The memorial is dedicated to the First Church of God Veterans.  

                                                         Wild Election in the Books
Breathitt County Ky. The 2002 Breathitt County Primary is in the books, but it did not go without it's usual surprises.In the County Judges race, It was Lew Henry Warrix. The County Attorney went to Brendon Miller, and the Sheriff race went to John L. Turner.  The Jailor's race was won by James E. Turner.County Clerk went to Tony Watts. In the Commissioners races, District #1 went to Steve Banks, District#2 went Arch Turner, and in #3 Jimbo Combs remained in office for 4 more years.  We would like to congratulate all candidates, and hope that the newly elected men will do their best for the county.
