Murder in Pike County 3-17-03
A murder in Pike County leaves one woman dead and her boyfriend suspected of the crime. Kentucky State Police say 22-year-old Crystal Hammond of McCarr was beaten and stabbed to death by her boyfriend, 23-year old Thomas Hager. Police say Hager is now being held in Mingo County West Virginia where he is awaiting extradition.

FEMA Assists KY Storm Victims 3-17-03
Kentuckians with storm damages can now apply for federal-state assistance on the Federal Emergency Management Agency (FEMA) hotline. Individuals and business owners may begin the application process by calling 1-800-621-FEMA (3362), or 1-800-462-7585 (TTY) for those with speech and hearing impairments.
The lines will be open from 8 a.m. to 6 p.m. seven days a week. The assistance program includes grants for temporary housing, home repairs, and other expenses from the storm

Gov. Patton signs bill, creates Amber Alert system
FRANKFORT, Ky. 3-13-03- Gov. Paul Patton has signed House Bill 36 that allows the Kentucky State Police to implement an Amber Alert system to broadcast information relating to abductions of children. Governor Patton said the bill, sponsored by Rep. Carolyn Belcher, D, Owingsville, is the type of measure his administration has supported throughout his terms.  "Protecting our children and vulnerable adults from abuse and neglect and ensuring their well being has been a priority of this administration,"  he said. At the end of 2002, the Governor's Office of Child Abuse and Domestic Violence Services and First Lady Judi Patton worked several months to host training programs for law enforcement professionals, emergency services personnel and local broadcasters on a protocol for Kentucky's version of the Amber Alert System.

President Bush Declares a Major Disaster for Kentucky 3-17-03
President Bush declares a major disaster for Kentucky, making federal money available to help with the clean-up from last month's winter storm. 51 of the state's 120 counties are eligible for federal funding. The Lexington area was hit hardest with heavy sleet and ice. More than 50,000 customers were left in the dark because of downed power lines. Here in Eastern Kentucky the storms produced floods, tornadoes and mud and rock slides. Five people died in the storms and damage estimates are expected to top 40 million dollars.Anyone that wants to apply for assistance can call 1-800-621-3362.  Phone lines will be open from 8 a.m. to 6 p.m. seven days a week

Kentucky National Guard #299 raises over $900.00 during Roadblock for March of dimes
Jackson, Ky 3-17-03 On Saturday, March 15, the Kentucky National Guard #299 held a roadblock in Jackson to raise money for the March of Dimes. Their efforts netted an impressive total of $906.38. Sergeant Jimmy Dalton organized the roadblock, and had the assistance of firefighters and other community members to accept donations.
According to Sandy Phipps, Chairperson for this year's March of Dimes WalkAmerica, this is the first year for this unit to establish a separate team. "I am so proud of our service people, willing to take time out of their busy schedules to support such a worthy organization as the March of Dimes, and a special thank you to those who made a donation. We're saving babies, together."

BUNNING ANNOUNCES $3 MILLION IN FEDERAL FUNDS FOR THE CITIZENS DEVELOPMENT COMPANY IN JACKSON, KENTUCKY
WASHINGTON, D.C. 3-13-03 U.S. Senator Jim Bunning today announced that the Citizens Business Development Company, LLC, located in Jackson, Kentucky, has been selected to receive a tax credit allocation in the amount of $3 million through the 2002 New Markets Tax Credit Program of the Department of Treasury*s Community Development Financial Institutions (CDFI) Fund.  The New Markets Tax Credit (NMTC) Program permits taxpayers to receive a credit against Federal income taxes for making qualified equity investments in designated Community Development Entities (CDEs). Substantially all of the qualified equity investments must be in turn used by the CDE to provide investments in low-income communities.  Citizens Business Development Company, LLC, a subsidiary of Citizens Bank & Trust Company of Jackson, will utilize its NMTC allocation to originate fixed- and variable- rate loans with various terms to low-income community businesses in rural Kentucky. This will permit the company to loan to borrowers that would not otherwise meet the banks underwriting criteria. "With our economy in the tank and many folks struggling just to make ends meet, this tax relief will help provide parts of Kentucky a real shot in the arm," said Bunning.


Breathitt County 9 & Under win Bluegrass State Games 3-16-03 Lexington, KY The Breathitt County 9 & Under team traveled to Lexington to participate in the Bluegrass State Games where they captured 1st place. This team played mostly 10 year old teams but still managed to come out on top and take home the gold. In game number one, Breathitt defeated Bardstown by a whopping 30 - 3 score. In game number two, they faced the London Bombers. Again Breathitt came out on top 37 - 30. Game three Breathitt defeated a very tough Danvillle Hoopsters team by the score of 45-42.  Danville fought their way through the losers bracket and again faced Breathitt in the finals. Danville held on to beat Breathitt 39-37 to force a final game. In the Championship game, Breathitt easily dispatched the Danville Hoopsters by the score of 41 - 28. Breathitt is coached by Winnie Cox. Players on the championship Breathitt County Team were: Ryan Cox, Ryan Hays, Allen Boggs, Richard Trent, Alex Hamilton, Bobby Fraley, Bryan Robinson, & Robbie Moore.  Congratulations to the Breathitt County, Bluegrass State Games Champions !!!! 

The New Kentucky Child ID Card 3-15-03
Have you gotten your child their new ID card? This card can be obtained from the Circuit Court Clerk's Office by bringing a copy of the childs birth certificate & Social Security Card. Lawsuit Dismissed 3-14-03
Jackson, Ky. The lawsuit recently filed against John Gambill, Taylor Collins, Tony Watts, & the Breathitt County Republican Party Chairman, by Mayfre Potter, was dismissed without prejudice. The lawsuit was seeking, among other things, to remove Mr. Gambill from his position on the Jackson City School Board.

Breathitt Man Dies In Auto Wreck
Jackson, KY 3-17-03 A Breathitt Couty Man was killed today on Hwy 15 near five mile. Terry Scott Gross was traveling on Hwy 15 when he lost control of his vehicle and hit a guard rail. His vehicle then began to roll, throwing Mr. Gross from the vehicle. Mr. Gross was transported to Kentucky River Medical Center, where he died from multiple injuries he sustained in the accident. UNITED WAY FUNDS FOR BREATHITT COUNTY DISTRIBUTED
MARCH 14, 2003  Breathitt County Attorney Brendon D. Miller and Hazard Community College Professor Elizabeth Miller, the Breathitt County Board of Directors of the United Way of Southeastern Kentucky distributed checks on March 14, 2003 totaling $10,750.00 to human service agencies of Breathitt County. The Breathitt County agencies funded are the Breathitt County Senior Citizens Center, Breathitt Youth Soccer League, Interfaith of Breathitt County, Breathitt Youth Foundation, and the Breathitt Homeless Coalition. Also receiving funding totaling $4,245.00 are agencies that serve Breathitt and other counties in the Kentucky River Area Development District region: Kentucky River Red Cross, Mountain Community Hospice, LKLP Spouse Abuse Center, Kentucky River Animal Shelter, Girl Scouts, Boy Scouts, KRADD Ombudsman Program, Hazard-Perry Housing Development Alliance, Joshua’s Dream Foundation, and the CASA program of Buckhorn Child Welfare Agency. The agencies represented at the presentation were:

The United Way of Southeastern Kentucky allocated $108,700.00 in donations that had been raised in our area to 40 human service agencies with 43 programs in the Kentucky River Area Development District eight county region. (Breathitt, Knott, Lee, Leslie, Letcher, Owsley, Perry, and Wolfe) The UWSKY Board of Directors is comprised of two representatives from each of the counties who made the allocation of funds for their county. Each county’s board members are charged with the responsibility of reviewing the recipient agencies, allocating funds, and participating in fund raising. Brendon and Elizabeth have now served as the Breathitt County Board members for the last three years, and noted that there has been a dramatic increase in the amount allocated during that time. The total allocation in 2001 was in the neighborhood of $8,000.00 and has now grown $14,995.00 this year. Brendon Miller explained that although the numbers have increased, participation in Breathitt County has not. Increased participation in Breathitt County would increase the money available to Breathitt County agencies, and money donated may be specified for use in Breathitt County and for specific agencies. Miller explained that any contributions are tax-deductible, so there is a double benefit. 
The mission of the United Way is to increase the organized capacity of the people to care for one another. Through a network of volunteers and community services agencies, United Way serves as an advocate on behalf of people with needs that otherwise might not be met. The UWSEK takes pride in the fact that almost 88% of all funds raised are allocated to local KRADD agencies to help meet needs.

Ice Storm Hits Kentucky; Accidents Reported 2-16-03
Heavy rain Saturday turned into ice Saturday night, covering many roads and causing accidents in Central Kentucky.
At one point, parts of Interstate 75 were closed in Grant County. Accidents are also reported in Scott County and elsewhere, including Lexington. A Winter Storm Watch has been issued for parts of eastern Kentucky for Saturday night and into Sunday. The forecast could change for this weekend, depending upon the track and the speed of the low pressure system.

DRUG ARRESTS MADE 2-11-03
On 02/10/03, officers from the KSP Post 13, the Perry Co. Sheriff’s Office, Hazard Police Department, Alcohol Beverage Control, HIDTA, Breathitt Co. Sheriff’s Office, and KSP Drug Enforcement Section East began executing arrest warrants and sealed indictments on the following individuals. The arrests are the result of an ongoing investigation into the illegal drug trafficking in Eastern Kentucky. Four of the individuals indicted are from Ohio.

Money Designated to Fight East KY Drug Problem 2-16-03
Congressman Rogers also announced an eight million dollar initiative to combat drugs in Southern and Eastern Kentucky.  The project is designed to bring together law enforcement, citizen groups and health care professionals. The region wide program will have three main goals,  to create a regional drug task force which will pool resources, work with citizens groups to establish treatment programs and work with educators to expand drug awareness and education programs

Mobile Meth Lab Stops Rolling 2-16-03
Another mobile meth lab is discovered near Corbin and three people are under arrest.
State police say they were called to an attempted burglary. When troopers and sheriff's deputies arrived they found the working drug lab in what they say would've been the getaway car.

Man Jailed for Threatening Children
Breathitt County KY 2-5-03
A 79-year old man is in jail for allegedly threatening to kill some of his son's fifth grade classmates. Carlysle Hogg is being held in the Breathitt County Jail, he's charged with eight counts of terroristic threatening. Two fifth grade students at LBJ Elementary told their teacher Hogg threatened them Tuesday when school was dismissed. By Wendesday Morning a total of eight students had spoken up.  Jackson City Police say 79 year old Carlysle Hogg allegedly threatened to kill 8 fifth graders for teasing his son at school. Police say it all happened when the teacher stepped out of the room to escort some students to their buses, leaving a few alone in the classroom.
Investigators interviewed the students and then issued a warrant for Hogg's arrest.
Officials say that Hogg alleged said that he was going to , "Cut their heads off and fill them up with gravels." Breathitt County School officials say they want parents to know the school is safe and they're welcome to check it out for themselves.
Hogg turned himself in at the Breathitt County Jail Wednesday.

BREATHITT YOUTH SHOT
Jackson, Ky. 2-13-03  A local Breathitt Man was shot Early Tuesday evening, from an apparent self inflicted gun shot wound. According to Kentucky State Police, Sam Jones was walking on Quicksand Road carrying a gun. Jackson Police and Breathitt County Sheriff's office responded to the scene. While police tried to subdue Mr. Jones, he fired his weapon and shot himself. The incident is being investigated by Detective Bledsoe of the K.S.P. Mr. Jones was care flighted to UK Medical Center where he was listed in critical condition.

Gas Prices Spike Kentucky, 2-10-03
Putting fuel in your car may require more money out of your pockets. A national survey says that in the past two weeks, prices jumped an average of 11 cents a gallon nationwide. The national average was around $1.60 a gallon. In Lexington prices are a little higher, around $1.63/gallon. An industry watcher says prices should hold steady for the next few weeks. He blames fears of war in the Persian Gulf and an oil strike in Venezuela for the price hike. Here in Jackson, prices were at $1.62 a gallon in some places. Prices are expected to climb higher in the near future. Surrounding areas are as high as $1.69 a gallon. The exact cause for the increase is still unknow. Most experts are saying it is panic buying which causes dealers to increase prices. Prices today are as high as they have ever been for any set period of time. The real question, is WHY?

Police Investigate Shooting At Funeral Home 2-10-03
Bullet holes near the back door of Hampton Funeral Home in Barbourville tell part of the bizarre tale of the shooting of a Corbin woman as she made funeral arrangements for her grandmother. State police say two bullets hit the wall and back door while Brenda France was shot six times, allegedly by her uncle, Beve Stewart. Detective K.Y. Fuson says that with her face, leg, hands and abdomen wounded, France made her way down a hallway and into one of the chapels, where she hid and waited for help to come. Fuson says before being taken to Knox County Hospital, France identified Stewart as the shooter. Stewart was arrested about two hours after the shooting. France was later taken to the University of Kentucky Medical Center, where she's listed in good condition.

Kentucky Man Was Longest Living Patient
2-9-03 The company that makes the self-contained artificial heart says it's saddened by the death of the longest-living recipient. The plastic-and-titanium device made by Abiomed beat in Tom Christerson's heart for nearly 17 months before he died Friday at the age of 71.
When he received the device in September 2001, Christerson was given little chance of surviving more than a month with his own failing heart. With the device, he lived long enough to celebrate his 55th wedding anniversary and see the birth of his first great-grandchild.
The CEO of Abiomed says the company takes solace from the fact that the heart allowed Christerson to enjoy many more months of life and many experiences that he would not otherwise have had. Two other recipients of the device remain alive.

Governor Patton Orders Reduction of State Fleet by 500 Vehicles; Part of Effort to Cut Administrative Costs in State Budget
2-9-03 FRANKFORT, Ky. - Over the next six weeks, the Transportation Cabinet will sell 500 vehicles in response to Governor Patton's Executive Order last December to reduce the state motor vehicle fleet and cut administrative costs in an effort to help meet the state budget shortfall this fiscal year.   "This is one of many steps we're taking to tackle the current shortfall," Governor Patton said.  "Most of these vehicles had been permanently assigned to an agency.   Due to increased operating costs it has become more cost effective for them to use their personal vehicle or the State motor pool for their business travel needs. These are important cost saving measures. However, these reductions alone will not solve the record revenue shortfall facing our state,"  The first 250 vehicles will be auctioned on Thursday, February 13th at 8:00 AM. The sale will consist of Ford Taurus, Crown Victorias, Chevy Tahoes, as well as vans and pickup trucks. The auction will be held inside the T-1 Garage located at 514 Barrett Avenue in Frankfort.  Another 250 will be auctioned off in approximately four weeks. Each vehicle is cleaned and detailed before it is put on display. All vehicles are sold "as is" with no warranty. The public may inspect the vehicles from 8:00 to 10:00 AM. Fleet Management personnel and technicians will be on site to answer any questions.

Two Men Arrested For Robbing Business 2-9-03 Two men are behind bars this morning for robbing a business near the Harlan/Leslie County line. State police say they received a report of two masked-men armed with a shotgun at Al's Cash and Carry on U.S 421 at Bledsoe. On arrival police found that the owner of the business had gained control of the situation, and was holding the robbers at gunpoint. 21-year-old David Barrett and 30-year-old Jonathan Hall-Collett were arrested.
Both face first degree robbery charges

Medical Malpractice Bill Clears First Test 2-9-03 A constitutional amendment that would give lawmakers power to limit damages in medical malpractice cases has cleared a Senate committee. Doctors have pleaded for the measure as a possible remedy for skyrocketing medical malpractice insurance rates. Some physicians say the high malpractice insurance costs caused them to give up high-risk specialties or to leave the state. Trial lawyers lined up to oppose the measure. Attorney Steve Downey says the proposal could put unjustified constraints on juries in a state where there's "no evidence of runaway juries."
Despite opposition from Democrats on the committee, the proposal cleared the State and Local Government Committee. The proposed amendment would go on the November 2004 ballot if approved by the General Assembly.
If voters give their consent, lawmakers could impose unspecified limits on pain-and-suffering awards and punitive damages. Lawmakers also could require alternative dispute resolution before a malpractice suit could be filed. Another option would be to change the time period in which people could file malpractice suits.

No More Early Prison Releases
2-1-03 During an appearance in Frankfort Friday, Patton said crimes allegedly committed by some of those inmates should convince the legislature to properly fund the prison system. Patton says he'll propose that the legislature increase prison funding this year when their session resumes next week.
If the extra money is not forthcoming, Patton says he'll have no choice but to resume inmate releases. Patton says a tax increase he will propose next week will pay for the additional prison funding as well as other needs in state government.

Survey says Kentucky cities some of most profitable in gas sales AP 2-22-03
LOUISVILLE, Ky. - Gas stations in Louisville are posting some of the biggest markups in the country for gasoline, a marketing firm reported. Louisville has ranked as high as the eighth most profitable metro to sell and supply gasoline this month, meaning retailers in the area post some of the biggest markups from the wholesale price they pay for gasoline, according to OPIS, a gasoline market research firm. But retailers are disputing the numbers, saying that they aren't enjoying anywhere near the profit margins measured by OPIS. Gas stations in the city added an average of 18.1 cents to each gallon in the the week ended Feb. 3., placing it just behind San Jose Calif., in profitability - but ahead of New York.
Kentucky as a whole had the highest retail markup margin in the nation in early February - 15.4 cents a gallon. The state's margin earlier this month was more than three times as high as Georgia's.

Woman Charged In Death Of Her Son
Harrodsburg 2-25-03 A Harrodsburg woman has been charged with reckless homicide in the death of her ten-week-old son on October 16th last year. Nicarra Jones is accused of striking her son, Braydon Jones, inflicting injuries that claimed his life. After her indictment by a Mercer County Grand Jury, the woman's bond was increased to 200-thousand dollars. Jones was arrested January 29th by members of the Harrodsburg Police Department and charged with reckless homicide in the infant's death. Murder is a Class A felony and a capital offense, while reckless homicide is a Class D felony. The indictment was handed up last Friday. (Copyright 2003 by The Associated Press.)

Kentucky Plant Explosion Leaves Many Injured Corbin , KY 2-21-03
More than a dozen workers are still in the hospital after an explosion at CTA Acoustics, a southern Kentucky factory, Thursday morning.  Federal investigators are now on the scene, a news conference is scheduled for 10 Friday morning. Elizabeth Ash, a spokeswoman for Madison Heights, Mich.-based CTA Acoustics, said 26 employees were injured and none were missing in the blast at its Corbin plant. Baptist Regional Medical Center in Corbin hospital reports 11 critically injured. Most of the injuries are burn-related. Seven have been flown to burn units in Lexington, Louisville and Nashville. Marymount Medical Center in London received 14 patients. None of those are reported to be serious. Dr. George Liu, a general surgeon at Baptist Regional Medical Center in Corbin, said at least eight of the injured had burns on more than 80 percent of their bodies. "We prepare as physicians for disasters - I have never seen this," Liu said. "The best thing people can do is pray for these people." The Corbin hospital had received at least 15 patients, and said 11 were in critical condition. Some were being transferred to burn centers at the University of Kentucky Hospital in Lexington and Vanderbilt University Medical Center in Nashville, Tenn.

FLOOD HITS BREATHITT COUNTY
Jackson, Ky. 2-16-03 After 3 days of steady rainfall, it is finally taking it's toll of Breathitt County. Rivers and streams are already spilling over their banks. The North Fork of the Kentucky River which runs through Jackson was measured at 30.27ft, at 1:00pm, an increase about a foot per hour. Flood stage for Jackson is 29'. The river is expected to crest at 38' on Monday morning around 7:00am. The 1984 flood had a crest of 41.74 feet.

2nd arrest after snowball fight shooting AP
PHILADELPHIA - The wife of a man who allegedly opened fire on children after his daughter was hit with a snowball has been charged in the drive-by shooting that left a 10-year-old girl in critical condition. Cynthia Powell, 36, was charged late Monday with attempted murder, aggravated assault and related charges in the attack on Ebony Smith, who was shot in the head as she and other children stood on a corner near her home. Authorities say Powell was driving the car as her husband, Joseph Best, leaned out the window and opened fire. Best is charged with attempted murder.
Police said Best, 32, fired at least five shots at the children Sunday to avenge his daughter, who was hit in the face with a snowball as she passed children engaged in a snowball fight. It was unclear whether the girl struck with the snowball also was Powell's daughter, police said. The snowball fight led to an altercation police broke up between Best and a neighborhood girl's mother, police Capt. Charles Bloom said Tuesday. Best returned to the scene several hours later and fired the shots, Bloom said.
Police said Ebony was not one of the children involved in the snowball fight. It was unclear whether Best or Powell had attorneys.

From WYMT Mountain News- Doctor Agrees To Catch Others Peddling Painkillers 2-19-03
A physician caught in a prescription drug crackdown will now help authorities catch other health-care professionals peddling painkillers. Seventy-one-year-old Frederick Cohn reached a plea bargain with federal prosecutors that will require him to cooperate in other investigations. Cohn was indicted in August 2001 along with a colleague, 54-year-old Yakov Drabovsky on 18 counts of prescribing painkillers without a legitimate medical purpose. The two operated a pain clinic in Paintsville. Cohn's guilty plea was accepted yesterday by U.S. District Judge Karen Caldwell. Cohn admitted to dispensing up to one million painkillers without a legitimate medical purpose. He could face up to 20 years in prison despite his plea bargain.

Will the Cold give you a cold?
Kentucky, 2-21-03 A person cannot get a common cold from exposure to cold temperatures. Only a virus can cause a cold. In Kentucky, the body is accustomed to temperatures between 58 and 68 degrees. Exposure to a virus combined with the body's immune system being weakened in colder temperatures can easily lead to a cold. But to really keep from catching a cold, avoid contact with the virus. Do this by keeping your hands clean and staying away -- about 3 feet away -- from sick people. According to TB & Outbreaks Week, stress and fatigue also increase the chance of acute infections.

Fire Kills Two 2-19-03
ON 02-13-2003 AT APPROXIMATELY 0055 HOURS THE KENTUCKY STATE POLICE RECEIVED A CALL THAT THE RESIDENCE OF ESTILL PERKINS WAS ON FIRE IN THE CARRIE SECTION OF KNOTT COUNTY. UPON ARRIVAL AT THE SCENE IT WAS DISCOVERED THAT 35 YEAR OLD ESTILL PERKINS HAD ENTERED THE BURNING RESIDENCE TO GET HIS 9 YEAR OLD STEPSON MARCUS RAY MESSER. BOTH ESTILL PERKINS AND MARCUS RAY MESSER BECAME TRAPPED INSIDE AND WERE PROUNCED DEAD AT THE SCENE BY THE KNOTT COUNTY CORONER. AT THIS TIME THE CASE IS STILL UNDER INVESTIGATION BY DETECTIVE GREG MULLINS AND DETECTIVE JAMES BURNETT.

COUNTY ATTORNEY TO COLLECT DELINQUENT PROPERTY TAXES
Jackson, Ky 3-11-03 Have you been paying your property taxes? If not you may be hearing from Breathitt County Attorney Brendon D. Miller in the near future. “Collecting delinquent property taxes is one of the many jobs of the County Attorney, Miller said. In addition to prosecuting in District Court, representing the County and County elected officials, and collecting child support, Miller is also under contract with the Kentucky Revenue Cabinet to collect delinquent property taxes. “It has taken me the majority of the first two months of my term to get things set up in District Court and with the many County matters that are pending, but now I will be giving some attention to the delinquent tax situation.” Miller said. “I have done some preliminary research into the taxes, and it is amazing how many people owe back taxes and the amounts are very significant. I have put together a report of taxes due from 1996 through 2000 and a conservative number of the taxes owed is in excess of $500,000.00, not counting years prior to 1996, 2001, and those taxes that have not been paid for 2002.” “With those years added, the amount is significantly higher.” Miller said. “What sticks out is that there are several people and businesses that have not paid at all during that five year period. Those are the ones that we will be contacting first.” Most people do not understand where the taxes go. “Taxes that are paid on a bill go to benefit the Commonwealth of Kentucky, Breathitt County, Breathitt County Board of Education, the Breathitt County Library, the Breathitt County Extension Service, and the Breathitt Health Department.” Miller related. “So when a tax bill goes unpaid, that person is not only taking money from the state and the county, but also from the education of the children of this county through the school system, not to mention all those benefited by library, extension service, and health department.” “Given the current status of the budget in the state and county, this money is crucial to the operation of each of those who are entitled thereto.”  Currently, a few tax payers have been notified by letter, and during the next week a couple of hundred more will be notified. “Anyone who contacts me regarding their taxes will be given an opportunity to pay prior to a suit being filed.” Miller said. This is significant in that if suit is filed against the taxpayer added fees and penalties send the amount owed higher. “I will attempt to give each taxpayer the opportunity to pay the taxes at the least cost to them while still protecting the interests of the various recipients of the taxes.” Miller said. If suit is filed, the property on which the taxes are owed may be sold to pay the taxes. “I hope this does not happen, but it may take selling someone’s property to make others realize the importance of paying these taxes.” Miller said.

5-1-03 The Marie R. & Ervine Turner Educational Foundation, Inc. is proud to announce a new four-week summer program for Breathitt County youths who will be in grades 8 through 12 in the fall school term. The John R. Turner Academy is a non-credit, enrichment program that provides academic and personal growth through challenging, non-traditional experiences. The Academy will emphasize a strong program inter-relating natural and physical sciences, mathematics, and professional career fields.  The Foundation Board members want to bring a program to Breathitt County students to help them prepare for professional careers. The board realizes that sciences and mathematics are the “gate keepers” for success in any profession. The mission for the John R. Turner Academy is to help exceptional students to achieve their academic and personal potential; to cultivate leadership capabilities; to expand their horizons in mathematics and sciences; to develop students’ mathematics and sciences skills, creativity, and critical thinking; and to stimulate excellent scholarship.
The program will provide students and faculty a rare opportunity to share the joy and discovery of learning and to exchange ideas in a warm community atmosphere. A select group of supportive teachers, from high school and college classrooms and representing various professions across Kentucky, will work closely with the participants in hands-on activities and special events. The program will offer an array of stimulating activities both on- and off-campus providing fun and enjoyment while participants learn.
Students are nominated by their schools to be considered for admission. They will attend free of charge, needing only “pocket” money for personal and incidental expenses. To be eligible for nomination and selection, a student must be a rising 7 through 11 grader, be enrolled in a Breathitt County public or private school or be a home-schooled student and intending to return to his or her present school situation for the next school term.
The 2003 program will use the Lees College Campus of Hazard Community College in Jackson as its primary base of operations. The Academy will begin on June 16 and end on July 11. Applications for enrollment will be reviewed beginning May 1.

Hazard's City Water System Violated a Drinking Water Standard
Hazard, KY 4-28-03 The City of Hazard has issued a notice saying the city's water system has recently violated a drinking water standard. Test results show between April 2002 and March 2003,  levels of the contaminants total tri-halo-methanes and halo-acetic acids 5 were too high. While officials say there is no immediate health risk people who drink water with high levels of these contaminants over many years may experience health problems, including an increased risk of getting cancer. Officials say they are taking measures to correct the problem. Officials say you don't need to use an alternative water supply but if you have health concerns, you should ask your doctor.

Fiscal Court Meeting by Renee Snowden 4-21-03  Notes from Thursday April 17th Meeting
The Breathitt County Fiscal Court held it’s meeting on Thursday, April 17.  The meeting was called to order, and Breathitt County Judge Henry L. Warrix welcomed everyone who was present.
Judge Warrix discussed the usage of the Jefferson Hotel. Morehead State University will be moving in it. Hazard Community College will also be using this building, as well as a GED program, and the Kentucky Valley Educational Co-op.  Warrix commented that this may give us more jobs. “I think that this is a great thing for the young people. I really thank God for it,” says Warrix.   Warrix also discussed that a new bridge would be built at Hardshell. This would be $675,000.  Warrix suggested that in about 15 months from now that we would be able to move into the new judicial center. Tony Watts reported that $17,488 was raised for the tornado victims.  Judge Warrix was pleased at how well Breathitt County pulled together during this time. Judge Warrix reported on the Water update.  He said that we had to have 2100 signatures for water to apply for the grants. Louise Johnson shared that there were a lot of churches who were pitching in and cleaning up areas since we would be unable to have a spring clean-up this year.  Johnson also said that Wendy’s Restaurant had also called and were going to help.  Johnson suggested that we needed more churches and groups to help with this project.
The issue was discussed of Breathitt being joined with Three Forks Jail.  Judge Warrix said that the Breathitt Jail would remain open just that we needed a bigger place sometimes. It was also mentioned that this would be a cheaper way to house the prisoners, and we didn’t have the money for it here. “And I’m not willing to raise taxes again,” stated Warrix. Delores Chandler then brought to attention that while speaking with the grant issuers that Breathitt County had been kicked out. Fire Chief, Roger Friley, spoke on the Hazardous Material Report Team.  He is the President of this.  Friley stated that $565,000 was provided to us by FEMA. This would cover the following areas: Breathitt, Lee, Owsley, Knott, Leslie, Letcher, Harlen, and Wolfe. There would be Sister Stations in Hazard, Whitesburg.  This is a project that is still being worked on. Friley also said that we had been promised $750,000 for next year.  Judge Warrix mentioned that the Funds for the Nutrition Program in Breathitt County had asked for $5,000. However, Judge Warrix said that we did not have the money for it. It was also mentioned that there would be 13 new roads on the county map. $1,000 was given to the Animal Control for Equipment.
Sheriff Turner showed a sign of Barwick that had been torn down.  $2,000 was approved for the Breathitt County Coroner to purchase a vehicle from Booneville Funeral Home.

We have a Breathitt Co. Night in Dayton Ohio every 3 months on the 3rd Tuesday. At Moraine City First Church of God. It is on Springboro Pike across from the Meijer's store. I there is anyone out there would like to attend we would be more than glad to have you come and see us. We have about 70 people from all over Breathitt Co. and are of all ages so feel free to joins. Former Chapman Building Brought to the Ground
Jackson, Ky 4-18-03  Another historical landmark was brought to the ground this morning as the Chapman building was leveled. The building had just recently burned and is still being investigated under questionable conditions. Investigators on scene would not speculate on the origin of the fire, only to say that samples were being analized and a report should be forth coming early next week. The Chapman building was built in 1903 and housed several different businesses. It had it's greatest fame as a prominent site in the movie, "Fire Down Below", starring Steven Segal. Seven U.S. troops found healthy

4-13-02  Iraqis hand over prisoners to Marines between Baghdad and Tikrit
WASHINGTON, April 13 —  Coalition forces found seven U.S. troops previously classified as missing on the road between Baghdad and Tikrit, Gen. Tommy Franks said Sunday. The soldiers appear to be healthy.

Breathitt Co. Coroners Office Staff Complete  Training 4-23-03
      Bobby Thorpe, Breathitt Co. Coroner is pleased  to announce that he and his staff have completed  Coroner Basic Training. Thorpe's staff consists of  Dana Strong, Ida Marie Thorpe, Charlotte Bailey and  Clarence Bailey. During the 40 hour training  session, participants studied many subject areas  such as Forensic Odontology (use of dental records  for Identification), Rules of Evidence/search and  seizure, Forensic Pathology, Child Fatality Investigations, Coroner Laws, Death Scene Investigation, Forensic Toxicology, Ballistics  Analysis, Forensic Anthropology, Mass Disaster
Planning, HIV/Aids, and Domestic Violence. At least  one staff from the Coroners Office will attend a  training session at least bi-monthly each year to keep the office up to date on any new investigative  techniques.
     The Coroners Office would like to invite any  individuals who might be interested in the new  Community Safety Committee to call the Coroners  Office at 606-666-0031. A tentative information  meeting date of April 27, 2003 at 4pm has been set.  Also support groups will begin the first week of  June. For any of these services, please call the

Big Supplier of OxyContin Arrested
Buckhorn 4-3-03 Kentucky State Police have arrested a Perry County man they say was a big supplier of OxyContin.  Rodney Daniel was arrested at his home in Buckhorn Tuesday. Police say they found methodone, marijuana, several hundred OxyContin pills and over seven thousand dollars in cash in his bedroom. Three vehicles and two ATV's were also seized by police during the search.   Police estimated the street value of the OxyContin, Methodone, and the marijuana at $27,000.  Police say Daniel is a persistent felony offender, with prior convictions. He is being held in the Perry County Jail on a $100,000 cash bond.

American Electric Power presents a check for $5,000 for the University Center of the Mountains. Dr. Jay K. Box, president of Hazard Community College, accepted the check from Mary Begley of AEP and Tim Mosher, Kentucky President of AEP. The University Center of the Mountains offers a chance for folks to obtain a bachelor’s degree without leaving the mountains.
Breathitt AAU 9 & under Take 2nd place !!   3-31-03  Lexington, Ky. This past weekend was very fruitful for Breathitt County 9 & under AAU as they took 2nd place in the State tournament, earning them a bid to the National tournament held in Memphis Tennessee this coming June. Coach Winnie Cox has done a great job with these kids and looks to have the same group back again next year. Congratulations to all these fine kids.

Kentucky State Police Observe National Child Abuse Awareness and Prevention Month (Frankfort)4-3-03  Each year, close to three (3) million reports of suspected child abuse are filed in the United States. Many more cases may never get reported. The Kentucky State Police, in partnership with Prevent Child Abuse Kentucky, as well as dedicated child advocates throughout the Commonwealth and across the nation recognize April as National Child Abuse Awareness and Prevention Month.

BYF Ready to Kick Off Another Season of Fun 3-31-03
The Breathitt Youth Foundation is proud to announce the beginning of our 2003 season.  We would like to invite everyone to come watch these young people show and develope their skills.  The Breathitt Youth Foundation continues it's tradition as the largest organization for summer activities for the youth of Breathitt County.  
This marks the 29th year of the Breathitt Youth Foundation, which was founded in 1975 by local Merchants, Businesses and concerned citizens.  There have been many people involved throughout the years that the success of this organization can be attributed to.  On behalf of the entire 2003 BYF Board of Directors, Parents, Relatives, friends and especially the children, we would like to thank everyone involved from 1975 to date that have given so much in order for this program to continue.

Double Fatal in Perry County 3-8-03
Hazard,Ky. A horrible accident on a busy highway leaves two people dead. Two people are dead after a three vehicle accident on Highway 15 in Perry County. The driver of a Chevy Malibu 18 year old Eva Stidham of Hazard, was pronounced dead at the scene, she was traveling in the southbound lane when her car collided head on with a Ford Mustang driven by 47 year old Kenneth Tobin a doctor from Jackson. Tobin was also killed. The driver of the third vehicle amazingly walked away with no injuries. Officers say they believe Tobin was trying to avoid another accident when the crash occurred. The northbound vehicle had apparently tried to avoid a vehicle that was slowing in front of him then swerved to miss it and hit a southbound car head on, the northbound vehicle rotated then struck the 3rd car with its rear. Officers are still investigating but at this time do not believe excessive speed was a factor. (Story Courtesy of WYMT) We will have more details as they become available.

Breathitt Regional Juvenile Detention Center "Employee of the Month" Winners
Jackson, KY  2-26-03 The Breathitt Regional Juvenile Detention Center is pleased to announce it's "Employee of the Month," winners for November 2002, December 2002, & January 2003.   Lottie Hutchinson, Administrative Specialist II, was selected as the November employee; Barbara Little, Administrative Specialist III, was selected as the December employee; and Brandon Epperson, Youth Worker II, received the January award.  These employees were chosen for this award by their peers at the facility and are to be congratulated for a job well done..

Local Woman files Lawsuit against several People
Jackson, KY. 3-3-03  Mayfre Potter of Jackson, represented by her attorney Frank Allen Fletcher, filed a lawsuit in Breathitt Circuit Court on Friday, March 1st, 2003, against John Gambill, O. Taylor, Tony Watts & Chairman of the Breathitt County Republican Party. In her suit, she states that John Gambill, is a Scott County and or/ Fayette County Resident and he is also the Chairman and/or member of the Jackson City School Board District and has been so for the last 6 - 7 years. She also states O.Taylor Collins has been the Superintendent of the Jackson School Board District during said time. Her suit also states Tony Watts, is Breathitt County Clerk and said responsibilities include establishing residency for those Breathitt County registered voters and Tony Watts should remove John Gambill, from the voting registry because he is allegedly not a Breathitt County Resident. She is asking that Taylor Collins remove John Gambill as School Board member or be removed himself. She is asking that the Republican Party remove Mr. Gambill from his position where he is a member in Breathitt County, from his position. She is also asking that all acts performed while Mr. Gambill was a party of, be ruled null & void. We will update as we get more information.

Bible college hangs up on 666 prefix
VANCLEVE, KY (AP) (From CNN) 3-4-03 After months of asking for a new telephone number, the Kentucky Mountain Bible College has finally dropped the 666 prefix that disturbed Christians who recognized it as the biblical mark of the beast. "We're just elated that the number has been changed," said Rob Roy MacGregor, the college's vice president of business affairs. "It was like we had this Scarlet Letter attached to us."  The college is now removing the number from printed material, including its official letterhead. The 666 prefix had been the only one available in Vancleve since telephone service arrived here. The need for more phone lines forced telephone companies to add new numbers, and the college tried for several months to get the new 693 prefix.  "We were glad we could finally get a number that the school is happy with," said Kaye Davis, general counsel for Access Point, a North Carolina-based telephone company that serves the college. In the Book of Revelation, 666 is stamped into people's foreheads or right hands during the last days. Those who receive the mark, according to Scripture, are damned to eternal punishment. MacGregor said the beast represents Satan. True Christians, he said, will not accept the mark.  Davis said it took longer than expected to change the prefix because the college wanted to keep the last four digits of its number -- 5000.  The Rev. Vaughn Rasor, pastor of First Baptist Church in nearby Jackson, said this week that most people seemed to see the 666 prefix as a curiosity.  "If people start giggling when I give my phone number, I know they have at least read the Bible," Rasor said.

Former Presidential Press Secretary Malcolm Kilduff Dies 3-3-03 Jackson, KY. Former Press Secretary Malcolm Kilduff died early this morning at the Kentucky River Medical Center at approximately 5:10am. Mr. Kilduff is best known for his announcement on the death of slain President John F. Kennedy. Mr. Kilduff was also a write for the Jackson Times Mr. Kilduff was a resident of the Lee Co. Tornado Hits Athol
Athol, KY. 2-22-03 "Weather Statement",-PUBLIC INFORMATION STATEMENT NATIONAL WEATHER SERVICE JACKSON KY 1158 AM EST SUN FEB 23 2003 ...STORM DAMAGE THAT OCCURRED TWO MILES WEST OF OAKDALE SATURDAY HAD AN F1 TORNADO EMBEDDED IN STRAIGHT-LINE WINDS...A STORM SURVEY TEAM FROM THE NATIONAL WEATHER SERVICE IN JACKSON DETERMINED THAT THE STORM DAMAGE THAT OCCURRED AROUND 4:13 PM EST SATURDAY FEBRUARY 22ND...TWO MILES WEST OF OAKDALE...WAS THE RESULT
OF AN F1 TORNADO EMBEDDED IN DOWNBURST WINDS. A LARGE SWATH OF DOWNBURST WINDS...NEARLY 450 FEET WIDE...SWEPT THROUGH THE DAMAGED AREA. EMBEDDED IN THESE WINDS WAS AN F1 TORNADO...WITH WINDS BETWEEN 100 AND 112 MILES PER HOUR...THAT WAS ON THE GROUND FOR APPROXIMATELY 100 YARDS AND WAS 75 YARDS WIDE. THIS STORM CLAIMED TWO LIVES AND INJURED SEVEN. AT LEAST FIVE TRAILERS WERE COMPLETELY DESTROYED AND NUMEROUS OTHER STRUCTURES WERE DAMAGED.
At approximately 4:15pm an apparent Tornado ripped through the community of Athol Kentucky, here in Breathitt County. The storm which ripped through the area leveled several mobile homes and injuring several people. At this time are two related fatalities. One victim was 27 year old Teresa Herald, the other was 42 yeard old David Noble. Both died from multiple injuries sustained from the tornado. The incident is under investigation. Along with Breathitt County, there were responses teams on the scene from the State Emergency management, as well as Wolfe, Lee & Owsley Counties. We will report more on this tragedy as information becomes available.

Board reinstates fired state trooper
Frankfort, KY (From Courier-Journal)  3-4-03 A Kentucky State Police trial board reversed itself yesterday and reinstated an officer who had been fired for dishonesty. His attorney said the reversal followed late discovery of a document that would have been advantageous to the defense. Trooper Rob Jones was reinstated but not returned to duty. He is to be on paid suspension pending a second trial board, said Lt. Lisa Rudzinski, the agency's spokeswoman.  Jones was accused of violating a state police policy that requires an officer giving cash to a female informant to have a second officer as a witness. Jones' attorney, Thomas E. Clay of Louisville, said Jones had a witness to the transaction in January 2002. But a different officer later signed the witness form because the witnessing officer was not available, Clay said.
 
KSP Trial Board Dismisses Trooper
FRANKFORT, Ky. 2-26-03 The Kentucky State Police Trial Board, which convened on February 24, 2003, in Frankfort, Kentucky, to consider administrative charges alleging that Trooper Rob Jones had violated the Kentucky State Police Standards of Conduct, rendered its verdict at approximately 11:00 p.m. last night.
After approximately 1.5 hours of deliberations, the six-member Trial Board, by unanimous verdict, found Trooper Jones guilty of violating the Honesty, Inefficiency, Conformance to Law, Conformance to Rules and Regulations, and Insubordination provisions of the Kentucky State Police Standards of Conduct. The Trial Board ordered punishment in the form of a formal written reprimand with respect to the Conformance to Rules and Regulations violation. A suspension from duty for two (2) days was ordered in regards to the Inefficiency violation. A suspension of 20 days was given for the violation of the Insubordination provision. The Trial Board unanimously fixed Trooper Jones' punishment as dismissal from his employment with the Kentucky State Police with respect to the Honesty and Conformance to Law charges. Pursuant to KRS 16.150, the verdict of the Trial Board may be appealed to the Franklin Circuit Court.

3-9-03 Court Rules on Unusual Slip & Fall Case A woman who slipped on dog feces and hurt her ankle while she was shopping will get a trial. The Kentucky Court of Appeals made the ruling Friday. The Boone Circuit Court had originally sided with Petsmart in September 2001, and dismissed Vickie Jenkins' claim that store owners were negligent. Jenkins had testified that she was a regular shopper, and never before encountered animal feces or urine on the floor. Store officials maintained she should have known that animals were permitted to walk around. In a 3-0 decision, the appeals court ruled there are enough questions that a jury should decide the outcome

WAL-Mart & Jackson Fire Dept. Shine With Warmth and Kindness Shown to Children

On March 8, 2003, the children that survived the tornado of Athol received bicycles as a gift from Wal-Mart and bicycle helmets from the Jackson Fire Department. The children were allowed to pick out the bike and helmet of their choice. They were are smiles and were excited to receive their bikes and helmets. It was definitely a good sunny day for a nice bike ride, and by these pictures you can tell they were looking forward to riding their bicycles. Complete Photos

Emergency home heating aid program to reopen
FRANKFORT, Ky. 3-11-03Kentucky's program of emergency heating aid for low-income households will gear up again Friday, March 14, thanks to the release of an extra $3.5 million in federal funding. Beginning Friday, low-income families who face a heating crisis can apply for aid at their local Community Action Agency (CAA). The heating assistance programs at most of the state's 23 CAAs shut down earlier this winter when they ran out of money, but the new funding will enable them to reopen. The new money for Kentucky is part of $151.3 million the U.S. Department of Health and Human Services released last week to help people nationwide meet their late-winter heating needs through the Low-Income Home Energy Assistance Program (LIHEAP). Since last fall, states have received a total of $1.76 billion in LIHEAP funding.  This winter, Kentucky's LIHEAP program has twice run out of money and twice been revived by the arrival of supplemental funds. Last fall, the state received an initial LIHEAP grant of $18.8 million, but nearly all of that was gone by early January, when it received an additional $1.8 million. The federal government often supplements its initial LIHEAP funding during the winter heating season, but rising fuel prices and cold weather made the appeals for extra aid unusually urgent this year. The Bush Administration initially sought to hold LIHEAP spending below last year's level, but it has now appropriated more money for the program than it did last year. Under Kentucky's LIHEAP program, households at or below 110 percent of the federal poverty level can apply for assistance if they have a heating crisis. Qualifying clients can receive up to $125 in cumulative aid if they have received a disconnect or past-due notice from a utility. They can also receive assistance if they have no more than a four-day supply of a non-metered fuel-firewood, coal, propane, fuel oil or kerosene. LIHEAP in Kentucky is operated by the Kentucky Association for Community Action under a contract with the Cabinet for Families and Children.
