Montgomery Magic claim 1st annual Mountain Madness Tournament 3-22-04
Jackson, Ky. The Montgomery Magic held off the home Jackson Lightning to capture the 1st Annual Mountain Madness held March 19th, 20th & 21st. The Magic defeated the home Lightning by 4 points. Jackson won 5 games in the tournament. The age division for these hard working teams was 11 & under. 8 teams participated in this tournament. Breathitt Blaze, Lost Creek Warriors, Jackson Lightning (host team), Montgomery County, Leslie County, Rose Hill, Buckhorn & Prestonsburg. Again Congratulations to the Montgomery County Magic!

Jackson, Ky. The Co - Ed League is going strong and had some exciting games. So far, nearly every game has been back and forth. Come out and see all the action at Douthitt Park every Tuesday and Thursday nights beginning at 6pm.

Jackson City has Two Athletes Qualify for State. 5-30-04
Pikeville, Ky. Dutch Chapman & Julie Sygiel both will advance to the State Track & Field finals after placing in the regionals.  Dutch Chapman came within a 1/2 inch of breaking the School record in the long jump at 19 feet 1/2 inch. Dutch had the longest jump in the regional and captured 1st place overall. Julie also will advance to State with her strong performance in the regionals.
Breathitt Take District Title in Baseball 5-30-04
Knott County, KY. The Breathitt Bobcats edged out the Knott County Patriots for the District Title this past Saturday by the score of 9-7. After days of postponments and site relocations, the games were finally played. Both teams had a tough time making the finals. Knott County used a 1st inning, 4 run spurt, to oust Jackson City 5-3, while the Bobcats held on to defeat a very game Cordia club 6-4. For complete stories check out the Breathitt County Voice.

TO: Superintendents, Principals and Athletic Directors of Basketball Playing Schools FR: Commissioner Brigid L. DeVries, on behalf of the KHSAA Board of Control
RE: Basketball Alignment Draft
For nearly two years, the Board of Control has been reviewing information and attempting to deal with issues related to the alignment of schools in basketball. The Board is guided by a series of goals and objectives as it sets about the first wholesale review of the basketball alignment since the early 1970s. These objectives include :
1. If  and  where  possible,  eliminating  three-team  districts. The perceived competitive advantage of schools in those districts has long been a debate point among the membership, and is in large part, the genesis for this project.
2. If and where possible, eliminating six-team districts. For the same reasons that the three-team districts are perceived to be an advantage, those in six team districts appear to be just as much in a disadvantageous position.
3. Where  possible,  leaving  teams  in  their  existing  regions. Doing this will attempt to preserve traditional rivalries and scheduling allowances.
4. Using  geographic  proximity  as  the  primary  determinant  for  the  placement  of teams into districts. The use of neighboring clusters of schools should be the most important criteria while reviewing the geography. The Board will attempt to remedy most situations where opponents were passing by other non-district schools to play district contests.
5. Addressing the overcrowding in the 9th region and the loss of teams in the 6th and 7th regions. School openings and closings have left too few teams for balanced districts without involving teams from outside of Jefferson County in Regions 6 and 7, and have yielded large districts in Northern Kentucky when compared to the rest of the state.
6.  In  addition  the  long  range  impact  on  other  sports  which  rely  on  the  basketball alignment as a guide is being considered. 
7.  It is desired to limit each district grouping to a minimum of four (4) teams and a maximum of  five (5) teams.

Following this review, the Board has agreed on a tentative alignment. This review has been extensive, and included consideration of many factors during the process, including but not limited to:
1. Competitive ability or success / lack of success of any particular team did not enter into the discussion;
2. The fact that consolidation of schools, particularly in the Eastern regions of the state (current Regions 13, 14 and 15) impacts the alignment and means that the Board goals cannot be accomplished without the movement of some teams from one region to another. In moving teams, the Board is attempting to allow schools under the same Board of Education to remain in the same region, where possible. Another impending consolidation (current District 52) is reflected in the placement of teams in the draft;
3. The movement of teams across time zones and the potential impact of change is being considered, but in the end, the Board thus far concludes that this issue is not as significant as once thought;
4. Due to wholesale realignment, all other existing geographic alignment problems are being addressed at this time.
The Board of Control also discussed an implementation schedule for the changes, as well as other important ancillary issues that may concern school representatives.
1. The proposed date for the alignment to go into effect is the start of the 2005-2006 school year.
2. All seeding plans in districts which are changed in the listing of teams shall be considered void. Districts will be directed to meet in conjunction with the close of the 2004-2005 playing seasons to make seeding decisions by majority vote, and in accordance with KHSAA seeding policies. These decisions must be reported to the
Association.
3. All site selection plans in districts which have changes in the listing of teams that comprise a new district shall be considered void. All districts, irrespective of a change in schools, are directed to consider in conjunction with the close of the 2004-2005 playing seasons, the ability of schools to adequately host post season district tournaments and finalize site selection plans for future years. Necessary revisions to site selection plans
at the district level shall be made and reported to the Association at that time. The Board of Control will consider all district site selection appeals that may arise from these discussions.
4. All teams in the new region boundaries are to develop a regional tournament site selection plan and report such to the KHSAA.
The Board of Control has approved the distribution of this draft for written comments and responses from the membership. In an undertaking such as this, the Board of Control and staff are well aware that not everyone will be pleased, therefore, you may wish to enter comments for the Board?s consideration. Please use KHSAA Form BK133 which is also posted on the KHSAA website (WWW.KHSAA.ORG) along with various graphic maps illustrating the location of all of the member schools. Though you may wish to have discussions with your
elected or appointed Board of Control representatives, please submit form (BK133) to the KHSAA offices on or before October 15, 2004 so that your comments can be recorded for the entire Board of Control to review and consider. The Basketball alignment is scheduled for review by the Board of Control at the November meeting in Lexington. At that meeting, the Basketball Realignment Ad Hoc Committee will meet, review and consider all written comments from member school personnel.
